STAFF REPORT Project Manager: Jennifer Flanery Date: March 13, 2003 Email: jflanery@ci.college-station.tx.us Item: Public hearing, discussion, and possible action on a Conditional Use Permit - Use & Site for the A&M United Methodist Church Education and Fellowship building located at 200 College Main. (03-57) Applicant: Mitchell and Morgan, agent for A&M United Methodist Church Staff Recommendation: Staff recommends approval of the Conditional Use Permit with Staff Comments No. 2. Item Summary: A&M United Methodist Church proposes to raze the existing building, used for fellowship and education, and rebuild a new, 2-story, 34,328 square foot building for the same uses. Total membership of the Church is 1400 members and there are currently 3 Sunday morning services in the sanctuary. The church has a parking lot across Church Street with 121 parking spaces. This building will house the weekday school, weekday evening recreational and sports activities, weekend church banquet activities, wedding receptions, college coffee bar and study area. The total number of children at the weekday school is between 70-80 and they are between the ages of 0-5 years. There are 32 employees at the school. Comprehensive Plan Considerations: The Land Use Plan slates this area for redevelopment. This request is in compliance with the Land Use Plan. College Main is classified as a major collector and Church Street is classified as a minor collector on the Thoroughfare Plan. Item Background: This property was in the original City limits incorporated in 1938. The property is zoned NG-1 Historic Northgate. A&M United Methodist Church received a Conditional Use Permit last year for a parking lot located directly across Church street. Staff Analysis: Section 14 of the Zoning Ordinance authorizes the existence of conditional uses. The Commission may recommend approval of a conditional use subject to appropriate conditions and safeguards, when after public notice and hearing the Commission finds that: (Staff comments are in italics) Created on 03/06/03 2:18 PM i R:WTLTRIPZLTRIPRODIPZ20031P0007787.DOC 1 . "The proposed use meets all the minimum standards established in the ordinance for the type of use proposed." Staff conducted a technical review and found general compliance with development regulations with the exception of the items listed in Staff Comments No. 2. 2. "That the proposed use meets the purpose and intent of the ordinance and is in harmony with the development policies and goals and objectives as embodied in the Comprehensive Plan for Development of the City. The request is in compliance with the Comprehensive Plan. 3. "That the proposed use will not be detrimental to the health, welfare, and safety of the surrounding neighborhood or its occupants, nor be substantially or permanently injurious to neighboring property." The public hearing is an opportunity for the Commission to measure the potential impact on surrounding land uses. Related Advisory Board Recommendations: The Project Review Committee Reviewed the site plan, building materials and elevations on March 6, 2003 where they voted for approval unanimously. Commission Action Options: The Commission acts as a recommending body to the City Council for Conditional Use Permits. The options regarding the use permit are: 1. Recommend approval as submitted; 2. Fire flow capacity in Northgate is a concern and is being addressed at time. The "interconnect" with the Bryan water system has improved fire flow capacity in Northgate. There is an existing fire hydrant in the west corner. See Staff Comments #2. Sewer: Building sewer is to existing 6" sewer line in Patricia Street. See Staff Comments #2. Streets: College Main is classified as a major collector. Church Street is classified as a minor collector. Lodge Street is classified a residential street. It currently has metered parking along both sides. Patricia Street functions as an alley with 15-minute loading/unloading parking along one side. Off-site Easements: No off-site easements are required at this time. Required on-site easements include public utility easement(s) and public access easements(s) for side walks. Drainage: Drainage is to curb in most areas while storm drains exist along potions of Church and College Main. This redevelopment project should not negatively impact existing storm drain system in the area.
