Brazos Valley carpet Rezoning Good Evening, Jennifer Flanery, Staff Planner • 1, ,•r SAM: The applicant is requesting a rezoning of 2.4 acres from A-0 Agricultural Open to C-2 Commercial Industrial in order to develop the property as a carpet store and warehouse. Staff recommends approval of the rezoning. 15 VIIMMit-the surrounding area currently zoned A-O and an largely undeveloped. The lot immediately to the south is developed as a commercial nursery and the Wellborn Road Veterinary Clinic is located a couple of hundred feet to the north along Old Wellborn Road. v This lot was platted as c art of the Rock Prairie West Business Park Aittigiditaileiga when the property was still in the City's ETJ. AND USE PLAN: As you probably remember, the newly adopted Land Use Plan for Annexation Area # 1 shows this property and the other lots in the subdivision as light industrial, so this request is in compliance with the Land Use Plan. Old Wellborn Road was recently classified as a major collector in this area, but is not built to that standard. But, in general, C-2 type uses generate less traffic than other types of commercial uses. OPTIONS: On the screen is a reminder of your options for*rezoning. (03-58) Applicant: Rogers Engineering, agent for Chuck Moreau, property owner Staff Recommendations: Staff recommends approval of the rezoning. Item Summary: The applicant is requesting a rezoning of 2.4 acres from A-O Agricultural Open to C-2 Commercial Industrial in order to develop the property as a carpet store and warehouse. This lot and the surrounding area are currently zoned A-O and are largely undeveloped. The lot immediately to the south is developed as a commercial nursery and the Wellborn Road Veterinary Clinic is located a couple of hundred feet to the north along Old Wellborn Road. Comprehensive Plan Considerations: The newly adopted Land Use Plan for Annexation Area # 1 shows this property and the other lots in the Rock Prairie West Business Park subdivision as light industrial, so this request is in compliance with the Land Use Plan. Old Wellborn Road was recently classified as a major collector in this area, but is not built to that standard. In general, C-2 type uses generate less traffic than other types of commercial uses. The lot meets all C-2 requirements. Item Background: The property was annexed into the City as part of Annexation Area #1 in 2002 and was zoned A-O at that time. This lot was platted as part of the Rock Prairie West Business Park subdivision when the property was still in the City's Extra Territorial Jurisdiction (ETJ). Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend a less intense zoning classification; 3. Recommend denial; 4. Table indefinitely; or, 5. Defer action to a specified date. The City does not have a water line in the vicinity to serve this property at this time. There is currently a 4" Wellborn Water line along Old Wellborn Road, which may serve the property with domestic water in the interim. The Wellborn line will not serve this property with fire flows. In order for a structure to be constructed at this location, the owner will need to request a variance to the fire code through the Building Official and Fire Marshall. The fire code requires that a commercial structure have access to a fire hydrant that supplies specified fire flow volumes based on building area and building materials. Sewer: The City's utility plan for this area shows a sewer main to be extended into this area in order to serve Annexation Area #1. Currently there is no sanitary sewer system in the area. The property owner has the ability to obtain a permit for an OSSF in order to serve the property. Streets: The portion of Old Wellborn Road from Rock Prairie to North Graham was recently classified as a major collector. It is not built to City standard. Off-site Easements: A shared access easement is platted in conjunction with the adjoining property to the southeast. Drainage: This property is required to comply with the City's Drainage Policy and Design Standards. Detention is planned. Flood Plain: None Oversize request: None at this time. Impact Fees: This area may be designated as an impact fee area for sewer and water in the near future.
