Following this coversheet is a copy of the Staff Report that was prepared for the following
project. Please keep in mind that staff's responsibility is to provide the Planning & Zoning
Commission with all pertinent facts of a development case, but that staff is not acting as an
advocate for the applicants. Therefore, it is in the applicant's best interest to send a
representative to the Planning & Zoning Commission meeting to speak on behalf of the
proposal.
This item is scheduled for the Thursday, May 1, 2003 Planning & Zoning Commission
Meeting. This meeting will begin at 7:00 P.M. in City Hall Council Chambers. I have

Item: Public hearing, discussion, and possible action on a rezoning for the City
of College Station Business Center#2 from A-O Agricultural Open to M-1
Planned Industrial located at 4301 State Highway 6 South. (03-00500082)
Applicant: Kim Foutz, Economic and Community Development Director for the
City of College Station.
Staff Recommendations: Staff recommends approval of the rezoning from A-O
Agricultural Open to M-1 Planned Industrial.
Item Summary: The subject property has approximately 751 feet of frontage
along the Highway 6 frontage road.
The property is currently surrounded by existing undeveloped City of College
Station Business Center property zoned as M-1 Planned Industrial to the north
and east, to the south is undeveloped C-1 General Commercial, to the west
across the Bypass is the Spring Creek Townhome development.
Comprehensive Plan Considerations: The subject property is in compliance
with the Rock Prairie/Greens Prairie Small Area Plan as well as the
Comprehensive Plan. The Comprehensive Plan shows this area as Industrial
R&D; thus staff is recommending approval of the zone change.
Item Background: The subject property was annexed into the city limits October
of 1983 and is currently not platted.
Commission Action Options: The Commission acts as a recommending body
on the question of rezoning, which will be ultimately decided by City Council.
The Commission options are:
1. Recommend approval of rezoning as submitted;
2. Recommend a less intense zoning classification;
3. Recommend denial;
4. Table indefinitely; or,
5. Defer action to a specified date.

1000-ft north of the property.
Sewer: The 27-in Spring Creek sewer line runs through the subject
property.
Streets: The site has frontage on SH 6.
Off-site Easements: None needed at this time.
Drainage: The site drains to Spring Creek along the southeast property
line.
Flood Plain: Spring Creek has a substantial floodplain associated with
it.
Impact Fees: The subject property is in the City's 97-01 sewer impact
fee area.
