SUBJECT: CITY LIMITS RESTAURANT (SP) - Site Plan
Staff reviewed the above-mentioned site plan as requested but had to stop review due
to an incomplete submittal. The following page is a preliminary list of staff review
comments detailing items that need to be addressed. Please address the comments
and submit the following information for further staff review:
One (1) revised site and landscaping plan; and
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. If there are comments that you are
not addressing with the revised site plan, please attach a letter explaining the details. If
you have any questions or need additional information, please call Jennifer Reeves at

THIS IS A STOP REVIEW: Items that need to be addressed may affect the layout
of the site. The following comments do not constitute a full site plan review.
(PLANNING
J 1. The parking requirement for a restaurant "without" a drive thru is one parking space
per 100-sq.ft. With the proposed building being 5,261-sq.ft. This will require 81
parking spaces. This puts the site 28 parking spaces short of meeting the
requirement. It appears that the additional parking spaces will effect the site layout
Jtremendously, therefore a Staff has determined that this be a "Stop Review".
2. It looks as if you are showing tables outside by the proposed fountain area. All
seated areas must be included toward your total square footage for the parking
requirement. This will require additional parking. Please delineate the outside
seating area as part of the parking analysis.
j3. Please be aware that the subject property must be Final Platted prior to site plan
approval. Platting requirements could also directly effect the site plan layout.
A54. Please provide a vicinity map on the site plan.
. Show the zoning district of the subject property as well as the abutting parcels.
. Show all easements as proposed or as existing.
.5X7. Please note on the site plan weather or not the subject property, exist within a 100-
.Jyear flood plain or not, referencing FEMA map.
8. All end-island must be a minimum 180-sq.ft. in area. It appears that the end island
adjacent to the east property line and the first end island adjacent to the handicap
parking space does not meet this area requirement.
J9. It appears that there is not a curb between the sidewalk and the handicap parking
spaces. A curb is required.
`___.. 0. The F.D.0 must be accessible and within 75-ft. of an approved fire lane.
{,/11. The driveway entrance will need to serve as a hammer head turnaround for a fire
truck.
. A2. The proposed 18-ft. parking spaces will overhang onto the four-foot sidewalk by two
feet. The sidewalk will have to be widened.
(3. The dumpster will need to be moved further away from the east property line
��Y� because of the five-ft. buffer requirement.
J4. How are people getting from the sidewalk to the restaurant? Is this grass or some
• kind of enhanced paving?
LANDSCAPE/STREETSCAPE/BUFFERS
)(15. A five-foot planted buffer is required between commercial and commercial
development. One 2" canopy tree every 25-ft. and one-five gallon shrub every three-
ft. of buffer. These plantings will be required along the east and south property line.

to the City,will constitute a completely new review.

:./16. Please provide a different symbol for each type of tree and shrub species on the
landscape plan.
. It appears that you are providing one five gallon shrub per parking space to screen
the R.O.W., Although this looks good on paper this will not sufficiently screen
parking from the R.O.W. Please add more shrubs to help screen the parked cars
from the R.O.W.
18. Please note on the landscape plan that an irrigation system must be approved and
installed prior to C.O.

ENGINEERING
1. Provide construction drawings for the public fire water line.
2. Relocate private sewer service out of Public Utility Easement.
3. A 6-inch service tap on a 6-inch sewer main is not allowed "size on size". A manhole
will be required.
4. Please show paving details make sure pavement thickness is a minimum of 6-
inches for fire lanes and the dumpster pad.
5. Lay down curbs, are not permitted.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of#4 rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 2000i version of plat and/or site plan.

7. Developer provides temporary blanket easement for construction
purposes.
8. Developer provides easements for electric infrastructure as installed for
electric lines.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

Staff reviewed the above-mentioned site plan as requested but had to stop

must be the length of the parking space. Currently the way it is designed the
parking space will interfere with the dumpster operation. Please adjust.
