Item: Consideration, discussion, and possible action on a Preliminary Plat (PP)
for the Reatta Meadows Subdivision consisting of 161 lots on 38.56 Acres
located at 2201 Barron Rd. (03-00500086)
Applicant: Joe Gattis, Ash & Brown Engineering
Staff Recommendations: Staff recommends approval of the Preliminary Plat as
submitted.
Item Summary: This item is a Preliminary Plat of 38.56 acres consisting of 161
R-1 Single Family Residential Lots. The subject property has approximately 920
feet of frontage along the south side of Barron Road, which is considered a
Minor Arterial, and will eventually have frontage along the future Southern
Plantation Street, which is classified as a Minor Collector.
The property is bound by undeveloped A-O Agricultural Open to the south and
west, to the east is future single family, of Shenandoah Subdivision Phases 8-15,
and to the north across Barron Road is the recently developed Westfield Village,
a single family PDD-H development.
Comprehensive Plan Considerations: The subject property is shown on the
Land Use Plan as Single Family Residential (Medium Density), and is shown on
the recently approved Master Development Plan as single family residential.
Item Background: The subject property was annexed into the College Station
City Limits June of 1995. It was included in Phase One of the South College
Station Thoroughfare Plan Update.
Budgetary & Financial Summary: OP is expected to be requested for water
and sewer lines and street construction.
Related Advisory Board Recommendations: As part of the Master
Development Plan the Parks Board accepted the three-acre parkland dedication
in conjunction with the 10.97 acres in the Spring Creek drainage way with the
condition that trails in the drainage way be a part of the overall park •
development. The Parks Board will review the owner-developed park at the time
of design.
Commission Action Options: The Commission has final authority over the plat.
The options regarding the plat are:

INFRASTRUCTURE AND FACILITIES
Water required for plat: There is currently an 18" water line along Barron Road
to the north to be extended along Barron Road to the west. A 12" line along
Southern Plantation is to be extended to the first branch on Southern
Plantation. This line can then be reduced to an 8" line. A 12" line is to be
extended along Victoria.
Sewer required for plat: The Developer will need to extend sewer to the
property. The nearest available sewer is the Spring Creek Impact fee line.
The subject property is in the sewer shed of this line.
Street(s) required for plat:
The subject property is along Barron Road. Barron
is classified as a Minor Arterial. The current ROW is less than the required
90-ft. Additional ROW is required with platting of this property and is shown
on the preliminary plat. The widening of Barron Road is underway with a CIP
Project. The Developer has been given the information to dedicate the
needed ROW for this project.
The subject property is also along the proposed Victoria Avenue and
Southern Plantation thoroughfares. The Developer will construct the adjacent
sections of Victoria and Southern Plantation, as shown on the plat.
Off-site Easements required for plat: In order to extend sewer to the subject
property, the Developer is required to obtain an easement through the
Crowley Tract. There is an "easement" on the CSISD property in relation to
Victoria. Due to the fact that half-streets can not be platted, the Developer
will need to work with CSISD to dedicate ROW and construct Victoria.
Drainage: A tributary of Spring Creek transects the property to the south. It
appears that it does not affect this portion of the property.
Flood Plain: None
Oversize request: OP is being requested for sewer, water, and possibly street
construction.
Impact Fees: The subject property is in the Spring Creek Sewer Impact Fee
Area (97-01). Currently the fee is 349.55 per Living Unit Equivalent.
