Project: DP-GATEWAY PHASE 2 & 4 - 04-00100036
ENGINEERING & PLANNING
1. The items that have been submitted require Site Plan approval. A request for a
Development Permit is only pertinent after a Site Plan has been approved.
2. This item has not been fully reviewed at this time due to Comment #1. Staff has
not received a Site Plan to date. Therefore, this item is being returned to you. No
design comments are provided at this time.

ENGINEERING
1. Please include the entire parent tract of the subject property, as required. In oreder
to replat some areas as indicated, you will need to include Lot 1A, Phase 1. There
is no Lot 8. Please include Lot 1A on plat to demonstrate final intentions.
2. The plat shows the existing 60-ft access easement from University to Phase to to be
decreased from 60-ft to 40-ft. A traffic study was generated for this project showing
an ADT of 7669 VPD at this future intersection. The study assumes 340 residential
units for the subject property. According to the proposal shown, only about 1/3 that
amount of residential units can be constructed on the property. The ADT would
decrease to just over 6000 VPD. Therefore, the first portion of the drive will need to
be the equivalent of a major collector street. You may wish to propose that the
easement be reduced to a minor collector section after the access into gateway
Phase 1. The City has a signal design for the intersection and the 40-ft easement
will not allow for the design.
3. Some of the items in the Drainage Concept Plan can not be approved with a plat
submission. Such items are approved with a Development Permit.
4. Whereas you show BFE's along the floodplain, it will need to be determined at
which points will the BFE plus 1-ft apply.
5. Please refer to Final Plat Gateway Phase 2, March 2, 2001 (never filed). An access
easement has been required to University Park II, Lot "Y".
6. It appears a drainage easement is needed; middle of Lot 1, Block 1 from University
Drive to the floodplain.

review these units as "apartments". Please remove all details of the condo layout

SUBJECT: GATEWAY SUBDIVISION PHASE 2-4 - Preliminary Plat
Staff reviewed the above-mentioned preliminary plat as requested. The following page
is a list of staff review comments detailing items that need to be addressed. If all
comments have been addressed and the following information submitted by Monday,
March 24, 10:00 a.m., your project will be placed on the next available Planning and
Zoning Commission meeting scheduled for Thursday, April 3, 2003, 7:00 p.m. in the
City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised preliminary plat; and,
One (1) Mylar original of the revised preliminary plat.
One (1) copy of the digital file of the preliminary plat on diskette or e-mail
to nmanhart@ci.college-station.tx.us
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed, your project will be pulled from the scheduled
Planning & Zoning Commission agenda. Your project may be placed on a future
agenda once all the revisions have been made and the appropriate fees paid. If you

ENGINEERING
1. Please include the entire parent tract of the subject property, as required. In order
to replat some areas, as indicated, you will need to include Lot 1A, Phase 1 on this
item. There is no Lot 8, Phase 1. Please include Lot 1A on plat to demonstrate
final intentions. You can not leave the Reserve Tract out, as shown.
2. The plat proposes that the existing 60-ft access/ utility easement from University to
Phase 2&4 to be decreased from 60-ft to 40-ft. A traffic study was generated for the
Gateway project showing an ADT of 7669 VPD at the future University Drive
intersection. The study assumes 340 residential units for the subject property.
According to the proposal shown, only about 1/3 that amount of residential units can
be constructed on the property. The ADT would decrease to just over 6000 VPD.
Therefore, the first portion of the drive will need to be the equivalent of a major
collector street. A 40-ft easement will not accommodate a major collector section
plus utilities. You may wish to propose that the easement be reduced in order to

7. It is not clear as to Lot configuration proposed. Are the Phases different lots?
8. In order to subdivide Phase 4 separately, water must be extend to the lot.

PLANNING

of utilities to and through the tract. Structure layout, driveway locations, individual
utility connections, etc. will all be reviewed at time of site plan.

2. If platted lots are included in this master preliminary plat (see Spencer's comments),

ELECTRICAL
1. Developer installs conduit as per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser pole(s). Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design. (pull boxes provided
by city).
5. Developer provides digital AutoCAD 2000i version of plat and/or site plan. Email
to rbolinci.college-station.tx.us.
6. Developer provides load data for project.
7. Developer provides temporary blanket easement for construction purposes.
8. Developer provides easements for electric infrastructure as installed for all
electric lines (including street lighting).

Staff has reviewed and approved the construction documents for the above-
mentioned project. Upon receipt of the TCEQ NOI, staff will issue the
development permit and release the approved construction documents. If you

ENGINEERING
1. Please note that Note #7 is in reference to a zoning ordinance requirement.
2. Minimum finished floor elevations to be defined and located on Final Plat.
3. Please include reference to zoning ordinance concerning access to University Drive.
4. A Private Access Easement is not needed on Phase 2 due to the fact that the entire
property is under single ownership.
5. Water line shown on plat is as constructed. The depiction of the line is taken as
what is proposed for this subdivision.
6. Due to the residential nature of Phases 2 and 4, Staff is requiring at least one
sidewalk along street access to University Drive.
7. Intersection at University Drive to be designed in conjunction with signal design.
