SUBJECT: HEB PAVING & UTILITY - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
One (1) complete sets of revised construction documents for the
proposed development.
If there are comments that you are not addressing with the revised site plan, please
attach a letter explaining the details. If you have any questions or need additional

PLANNING
1. All parking islands must have an approved ground cover or have enhanced
pavement. Please label the material used in the parking islands.
2. Please show existing fire lane.
3. Please show that the trees lost in the construction of this parking lot are replaced
within this parking area. Please provide location, caliper, and species of trees. Any
trees that are preserved need to be barricaded during construction and a barricade
detail and plan must be approved with the site plan.
4. All parking visible from the right-of-way will need to be screened (this may be
accomplished using shrubbery, a berm, or a fence at a minimum of 3 feet in height).
This screening will be required at the ends of the 3 parking rows.
5. Please provide plan for revised irrigation system necessary for new landscaping.

ENGINEERING
1. Please show all proposed underground electric conduits to be installed between
lights and to power/meter source.
2. Please provide calculations showing new inlet captures sufficient runoff to be
compliant with approved site drainage plan.
3. At this time, the grading shown on the City water tank site cannot be approved., An
evaluation will need to be made to verify that the tank foundation will not be affected
by the removal of this material. We will forward comments to you regarding this
evaluation as soon as they area available.

ELECTRICAL

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
NOTE: Any changes made to the plans,that have not been requested by the City of College Station, must be explained in your
next transmittal letter and"bubbled"on your plans.Any additional changes on these plans that have not been pointed out
to the City,will constitute a completely new review.

ENGINEERING
1. The College Station Public Utilities Department has completed their review of
the grading proposed, and believes that the negative impacts would be too
significant to allow. Specifically, the grading within the City lot may threaten
the stability of the water tank. In addition, there are numerous other issues
involving the relocation of site lighting, private installation, operation and
maintenance of irrigation systems on City property, and the loss of usability of
the graded area due to excessive grade. Please revise the drawings to
match existing grade at the property line, and along the eastern edge of the
public utility easement to the west of the proposed work.

PLANNING
1. Required landscaping and irrigation plans were not supplied, so no review was
performed. Further submittals without these required plans will be returned
unchecked as incomplete.
**Please remember that the trees lost in the construction of this parking lot must
be replaced within this parking area. Please provide location, caliper, and

2. Any parking space shown to only be 18 feet in length must have space for a 2-foot
overhang between the curb and the retaining wall. Drive aisles are only required to
be 23 feet wide; you may consider lengthening your parking spaces and reducing
your drive aisle width.
3. In addition to the end island requirement, 180 s.f. of INTERIOR parking islands is
required for each group of 15 (or less) interior parking spaces.

ENGINEERING
1. Parking end islands (minimum of 180 S.F. at each end of each row) must be on
same level as parking spaces, not above retaining wall(s). Please show required
end island areas.
2. Southern island shown must be modified to fully protect southernmost parking
space along alley access, or said parking space must be eliminated. (This space is
currently extending into marked fire lane. This is not acceptable)
3. Please indicate how the wall can be constructed without encroachment onto the City
Water Tank property. It appears that extensive shoring will be necessary to provide
a vertical drop of approximately 13 feet within 18 inches of property line for
foundation construction.

ENGINEERING
1. The grading plan still does not demonstrate how the northern retaining wall can
be constructed without encroaching on the City's elevated water tank parcel.
The plan provides no room for shoring, bracing, or even forming the wall
foundation. This is a repeat comment.
2. The grading plan does not include the utility poles and overhead lines existing
within the easement. Review Comments # 2 dated 5/5/03 required the proposed
grading to match existing grade at the eastern easement line. After reviewing
the Utility Department concerns, we would allow grading to start no closer than
10 feet from the existing poles. The grading must not exceed the 20% slope
shown within the western 20 feet of the easement. The eastern 10 feet of the
easement may be graded at whatever slope can be adequately landscaped and
maintained.
3. Landscaping Plan should be modified to keep all trees at least 20 feet from the
western property line to allow for future water pipe installation.
