Please keep in mind that staffs responsibility is to provide the Planning & Zoning Commission with all pertinent facts of a development case, but that staff is not acting as an advocate for the applicants. Therefore, it is in the applicant's best interest to send a representative to the Planning & Zoning Commission meeting to speak on behalf of the proposal. This item is scheduled for the Thursday, June 5, 2003 Planning & Zoning Commission Meeting. This meeting will begin at 7:00 P.M. in City Hall Council Chambers. MEMORANDUM May 23, 2003 TO: Planning and Zoning Commission FROM: Carol Cotter Email: ccotter@cstx.gov SUBJECT: Final Plat - Commercial for Graham Corner Plaza (FP) Item: Consideration, discussion and possible action on a Final Plat for Graham Corner Plaza consisting of 6 commercial lots on 10.73 acres located off State Highway 6 and Graham Road. (03-00500084) Applicant: Kerr Surveying, agent for Ted Whitmer Staff Recommendations: Staff recommends approval of the Final Plat as submitted. Item Summary: This item is for the consideration of a Final Plat for the Graham Corner Plaza. This property consists of 6 commercial lots and is located on the corner of Sate Highway 6 and Graham Road across from Jack Winslow Body Shop. The final plat is in compliance with the City's subdivision and zoning regulations and the approved preliminary plat. This property is adjacent to Lick Creek, the floodplain of which is considered "Greenway". This floodplain is not regulated by FEMA and was calculated from the drainage report for the Graham Road rehabilitation project commissioned by the City. The majority of the Greenway located on this property is being dedicated to the City with the Final Plat. Comprehensive Plan Considerations: The Land Use Plan shows this area to be Regional Retail. The current zoning of the property as C-1 is in conformance with Land Use Plan. The property has frontage on Highway 6, a Freeway and Expressway on the Thoroughfare Plan, and on Graham Road which is designated as a Major Collector. To comply with the Driveway Ordinance, access from Graham Road will be limited to a shared access easement between Lots 1 and 4 and one between Lot 6 and the western adjacent property. A shared access easement between Lots 2 and Lot 3 will limit access to the property from the State Highway 6 Frontage Road. Internal access easements are provided for access to additional lots. Commission Action Options: The Commission has final authority over the final plat.
