P&Z Meeting
Following this coversheet is a copy of the Staff Report that was prepared for the following
project. Please keep in mind that staffs responsibility is to provide the Planning & Zoning
Commission with all pertinent facts of a development case, but that staff is not acting as an
advocate for the applicants. Therefore, it is in the applicant's best interest to send a
representative to the Planning & Zoning Commission meeting to speak on behalf of the
proposal.
This item is scheduled for the Thursday, April 3, 2003 Planning & Zoning Commission
Meeting. This meeting will begin at 7:00 P.M. in City Hall Council Chambers. I have

Item: Public hearing, discussion, and possible action on a Rezoning from A-O
Agricultural Open to R-1 Single Family for approximately 38.5 acres for Estates
at Spring Creek, located at 2201 Barron Road (03-00500053)
Applicant: Ash & Brown Engineering, for Gary Seaback, property owner.
Staff Recommendations: Staff recommends approval of the rezoning from A-O
Agricultural Open to R-1 Single Family.
Item Summary: The subject property has approximately 920 feet of frontage
along the south side of Barron Road, which is considered a Major Collector, and
will eventually have frontage along the future Southern Plantation Street, which
is classified as a Minor Collector. The property is bound by undeveloped
A-O Agricultural Open to the south and west, to the east is the future phases 8-
15 of Shenandoah Subdivision, which is under review with the Master
Development Plan (being proposed as R-1 Single Family), and to the north
across Barron Road is the recently developed Westfield Village, a PDD-H
development.
Comprehensive Plan Considerations: The subject property is shown on the
Land Use Plan as Single Family Residential (Medium Density), and is shown on
the recently approved Master Development Plan as single family residential.
Item Background: The subject property was annexed into the College Station
City Limits June of 1995. It was included in Phase One of the South College
Station Thoroughfare Plan Update. Property currently is not platted.
Related Advisory Board Recommendations: As part of the Master
Development Plan the Parks Board accepted the three-acre parkland dedication
in conjunction with the 10.97 acres in the Spring Creek drainage way with the
condition that trails in the drainage way be a part of the overall park
development. The Parks Board will review the owner-developed park at the time
of design.
Staff recommends as part of the Preliminary Plat (PP), that the proposed
Townhome area be developed in such a way as to not back lots up to the park
and drainage way.

Commission Action Options: The Commission acts as a recommending body
on the question of rezoning, which will be ultimately decided by City Council.
The Commission options are:
1. Recommend approval of rezoning as submitted;
2. Recommend a less intense zoning classification;
3. Recommend denial;
4. Table indefinitely; or,
5. Defer action to a specified date.

INFRASTRUCTURE AND FACILITIES
Water: There is currently an 18" water line along Baron Road to the
north to be extended along Baron Road to the west. A 12" line along
Southern Plantation is to be extended to be extended to Victoria. And a
12" line is expected to be extended along Victoria to SH 40 to the south.
Sewer: The Developer will need to extend sewer to the property. The
nearest available sewer is the Spring Creek Impact fee line. The subject
property is in the sewershed of this line.
Streets: The subject property is along Baron Road. The Baron Road
CIP Project is underway. The Developer has been given the information
to dedicate the needed ROW required for this project.
The subject property is also along the proposed Victoria Avenue and
Southern Plantation thoroughfares. The Developer is required to
construct the adjacent sections of Victoria and Southern Plantation.
These items will be further addressed at platting.
Off-site Easements: In order to extend sewer to the subject property,
the Developer needs to obtain easement through the Crowley Tract.
There is an "easement" on the CSISD property in relation to Victoria.
Due to the fact that half-streets can not be platted, the Developer will
have to work with CSISD to obtain ROW.
Drainage: A tributary of Spring Creek transects the property to the
south. It appears that it does not affect this portion of the Seaback
property.
Flood Plain: None
Oversize request: OP is proposed to be requested for sewer, water,
and possibly street construction.
Impact Fees: The subject property is in the Spring Creek Sewer Impact
Fee Area (97-01). Currently the fee is 349.55 per Living Unit Equivalent.
