Following this coversheet is a copy of the Staff Report that was prepared for the following
project. Please keep in mind that staff's responsibility is to provide the Planning& Zoning
Commission with all pertinent facts of a development case, but that staff is not acting as an
advocate for the applicants. Therefore, it is in the applicant's best interest to send a
representative to the Planning & Zoning Commission meeting to speak on behalf of the
proposal.
This item is scheduled for the Thursday, April 17, 2003 Planning & Zoning Commission
Meeting. This meeting will begin at 7:00 P.M. in City Hall Council Chambers. I have

Item: Discussion, consideration, and possible action on a Master Preliminary
Plat for Castlegate Subdivision, Sections 11 ,12 and 13 located east of the
intersection of Victoria Avenue and Castlegate Drive. (03-00500077)
Applicant: Wallace Phillips for Greens Prairie Investors, Ltd.
Staff Recommendations: Staff recommends approval of the master preliminary
plat with the condition that the attached Staff Review Comments are addressed.
Item Summary:
In accordance with the PDD-H zoning approved in December 2001, the applicant
has submitted a master preliminary plat for sections 11 , 12, and 13 of Castlegate
Subdivision that will allow for the development of 103 single family homes. As
part of the PDD-H, meritorious modifications were allowed for the following
subdivision standards:
• street pavement width;
• sidewalks;
• lot dimensions; and
• building setbacks.
The flexibility provided by the modifications throughout Castlegate have allowed
for the following amenities in the development:
• preservation of open space in prominent locations with good vehicular,
pedestrian, and bicycle access;
• preservation of wetlands, ponds, or other natural resources;
• good connectivity within the development as well as connectivity to
surrounding neighborhoods and thoroughfares;
• significant amenities located in highly visible locations with good vehicular,
pedestrian, and bicycle access;
• preservation of significant tree stands;
• a mix of residential densities and housing styles;
• connectivity of natural areas within the development and to those in
surrounding areas;
• traffic calming features;
• pedestrian and/or bicycle trails and paths;
• avoidance of a monotonous "superblock"; and
• streetscape features.
Comprehensive Plan Considerations: The Land Use Plan designates the area
as Single Family Residential Medium Density (3-6 DU/acre): he preliminary
plat is in compliance with the Land Use Plan with a density of approximately
3 DU/acre.
The master preliminary plat is also in compliance with the modified standards
approved with the rezoning. The plat requires modifications to standard street
widths, sidewalks, lot dimensions, and setbacks.
The City's Thoroughfare Plan designates the section of Victoria Avenue
associated with this plat as a minor collector. Sections 11 , 12, and 13 will take
access from Victoria Avenue. This section of Victoria Avenue will align with
Victoria Avenue to the north of future State Highway 40.
This subdivision is located in Sanitary Sewer Impact Fee Area 97-01 . Impact
Fees will be due at time of final plat. Current fees for this area are $349.55 per
Living Unit Equivalent (LUE).
Item Background: This area was annexed into the city in 1995. Soon after that,
the developer began discussions with the City for the Crowley Master
Development Plan, of which this tract is a part. The Plan was originally approved
by Council in 1997 and then modified in 1998. This tract was shown as a
reserve tract in the 2000 Master Preliminary Plat, and was rezoned in 2001.
Related Advisory Board Recommendations: The plan for parkland dedication
for Castlegate was approved by the Parks Board in 2000.
Commission Action Options: The Commission has final authority over the
preliminary plat. The options regarding the preliminary plat are:
• Approval with conditions;
• Approval as submitted;
• Denial;
• Defer action only at applicant's request; or,
• Table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water required for plat: Each lot is required to have public water
service, as shown on the plat. Water service will be extended from an
existing 12-inch water line stub out from across future State Highway 40
and looped to a 12-inch line along Victoria Avenue, currently under
construction.
Water Service: Water to be provided to each structure, as required.
Sewer required for plat: Each lot is required to have public sewer
service, as shown on the plat. Two sewer extensions will come off an
existing 15-inch main located along Spring Creek .
Sewer Service: Sewer to be provided to each structure, as required.
Street(s) required for plat: All streets shown on plat are required for
this subdivision.
Streets/Access: Victoria Avenue is a minor collector and the future
State Highway 40 is classified as a freeway/expressway. Residential
access is precluded on collector streets and larger, where applicable.
Off-site Easements required for plat: An off-site easement for the
sewer line will be required.
Drainage: Detention for this development was provided by the existing
regional detention facility at SH 6.
Flood Plain: The plat reflects the mapped 100-year floodplain.
Minimum floor elevations have been established for effected lots. The
map for this floodplain did not include a floodway. A hydraulic model of
Spring Creek incorporating the effects of the upstream pond and fill of
the proposed lots in the floodplain has been made a requirement to the
final plat.
Oversize request: None
Impact Fees: Impact fees for sanitary sewer will be due at the time of
filing the final plat. Currently, the impact fee is $349.55 per living unit
equivalent
Parkland Dedication Fees: Parkland has been dedicated and
developed for the entire Castlegate Subdivision.

ENGINEERING
1. Please note that in order to final plat, this project must submit a hydraulic
model of Spring Creek incorporating the effects of the upstream pond and fill
of the proposed lots in the floodplain. Floodplains that do not have floodways
mapped on the FIRM must demonstrate the effect of fill or encroachment.
Please see Chapter 13, Section 5, G, 4. (4) When a regulatory floodway has
not been designated, no new construction, substantial improvements, or
other development, including fill, shall be permitted within zones designated
Al-A30 and AE on the community's FIRM, unless it is demonstrated that the
cumulative effect of the proposed development, when combined with all other
existing and anticipated development, will not increase the water surface
elevation of the base flood more than one foot at any point within the
community.
2. The approved CLOMR shows a proposed, inline detention area, Detention
Area 1. You will need to show that this is no longer needed, taking into
account that the volume of the existing detention area (Detention Area 2) is
being reduced with the construction of Oxburg.

PLANNING
1. Common Areas 5 and 7 could be valuable access points into a possible
future greenway trail system. These areas need to be made inviting for
pedestrians to access the greenway.
