As we did in 1974 and still do today, we want to maintain the integrity of our neighborhood. It is becoming increasingly difficult to maintain the family atmosphere of our neighborhood with many of the homes being sold and then occupied by students. Some of the newer occupants do not maintain their yards or pick up their trash; nearly all of them have so many cars that they regularly park on the street as well as in the driveways, etc, However, since the area is R-1, the overall look and feel of the neighborhood has not changed and we have not been threatened with a large number of homes on a small parcel of land. Rezoning 1311 Southwest Parkway to R-1A would have a negative effect on the esthetic look and feel of our neighborhood. It would also increase traffic near South Knoll Elementary School. We would not object to that property being developed if it were done within the confines of R-1 zoning; however, we are adamantly opposed to its being rezoned R-1 A. I regret that because I am firmly opposed to changing the zoning from R-1 to R-1A. 20 or more houses on 3 acres is too many houses for this neighborhood. It will destroy the character of the neighborhood, and increase the traffic on Laura and Glade, and Glade's traffic is already a problem for those residents. In my opinion, neither Bryan or College Station needs any more concentrated housing development, whether residence or apartment. The amount of apartments that have sprung up recently in both towns is alarming, and only invites parts of the towns to become our future slums. Or should I say condemns them. Not having enough housing is one problem, but overbuilding is just as great a problem. It would not be objectionable to have homes built in that area, but they should not be built on smaller lots. If anything, the lots should be even larger than the current required 5000 square feet. Unfortunately, I have another meeting scheduled for Thursday evening, March 20th, so I can't attend the P&Z Commission Meeting. Please don't let the committee's thought of more tax dollars coming in cloud the judgment required to keep the integrity of our nice neighborhoods. As a property owner in the area (1500 Laura Lane), I have several concerns. First and foremost is the impact on the properties within the adjoining area. No doubt CRB Associates had the college student in mind as occupants for the twenty or more houses planned for the requested zone changed property. At four occupants per dwelling with as many cars per house this adds up to a multitude of unacceptable problems. Secondly, how will traffic be controlled in and out of the area? The Glade./Southwest Parkway/Southwood intersections already produce unique traffic control /flow nightmares. One or more curb cuts into this property intensify the present clumsy situation. Lastly if the city is truly interested in the opinions of the area's property owners, why were not the owners with in one thousand feet of the property not notified of the requested zoning changes? This property will eventually be developed, but not for the high density use that is now being sought. With apartments and duplexes and only a few houses for sale from time to time, we have plenty of change to keep the neighborhood fresh. Any more and it would be hard to keep up with who is who and the neighborhood would lose its friendly flavor. The only reason to stuff more houses into a small plot of land is to make a developer RICHER. That is not good for our neighborhood. The land value and tax situation is already HURTING our schools and this stands a chance of just making that situation worse. Already there are so many houses on a street like Glade or Southwood that the people who live there wind up parking in the street. Those streets are hard to drive down when we are taking children to school and husbands to and from work. Please do not change the zoning to crowd this area of town even more. Patricia B. We on Laura Lane are already feeling what its like to have a street taken over by students. We have hazardous parking and front lawns not taken care of. These homes will not be compatible with the existing homes in the neighborhood, they will reduce the integrity of the neighborhood and increase traffic considerably at an already busy, dangerous intersection where children walk to school daily. These numerous concrete slabs and driveways will cause a problem in the area with run-off drainage, already a problem. Further we understand the city council has passed an ordinance for the south and east sides of town such that new homes that are built must be at least the same footage as existing homes in the neighborhood. This ordinance should be in effect for our section of town so as not to disrupt the integrity of the neighborhood when new homes are built. Thank you for your attention to this matter, and it is our sincere hope that the Planning and Zoning Commission will NOT allow this change to happen. I think that this action will result in additional traffic on Glade that will deteriorate our neighborhood and street. We already bear too much traffic through a residential neighborhood because of our street width and lack of speed deterrents (such as speed bumps, speed set too high for residential area, and lack of 4 way stops at intersections). Adding 20 small houses on this land could increase the traffic by as many as 80 vehicles if all 20 houses were rented to students. While students contribute to our community, we should not sacrifice a neighborhoods where people purchased homes to raise their families for the sake of development that is designed to attract high traffic, multiple resident housing. It is obvious that this person is not building houses for the betterment of our community but simply a business investment. I just did a quick, cursory review of the layout and have the following comments: --It doesn't look like the streets meet the City's minimum requirements especially as they relate to right-of-way, pavement width and curvature. --Make sure that you have the minimum lot size and buildable area for each lot. In order to determine buildable area, take your typical rectangular 50' x 100' lot and subtract the setbacks. That will give you a typical buildable square. This square must be able to fit on all lots within the required setbacks. --I'm concerned with 2 curb cuts onto Southwest Parkway. This is an issue that Brett McCulley will need to determine as the City's Assistant City Engineer. If you would like a complete, formal review by staff, submit a final plat application and associated information. Also, if you'd like to have a predevelopment meeting, please let me know. Thanks!
