(03-060) Applicant: The City of College Station Staff Recommendations: Staff recommends approval of the rezoning. Item Summary: Previous rezonings in the Wolf Pen Creek area from WPC to C-1 have isolated a small area of WPC at the corner of Holleman and Texas. At this time, the subject properties (which include the Homestead Center and Jot Cleaners) are required to go through the design review process and meet the standards of the WPC zoning district for any changes to the sites. All other properties west of the George Bush Drive extension and south of Wolf Pen Creek (except for Washington Chapel Baptist Church) have only to meet the standards of C-1. Comprehensive Plan Considerations: The whole area defined in Ordinance No. 1819 as WPC is still shown on the Land Use Plan as WPC. The rezonings that have occurred since 1989 indicate to staff that Retail Regional is an acceptable alternative at the corner of Holleman and Texas. The Wolf Pen Creek Master Plan shows this area to be commercial, with an entry/focal point at or near the church property. On the Thoroughfare Plan, Texas is major arterial and Holleman is minor arterial. TxDOT has already purchased right-of-way from Lot 1 for the Texas Avenue widening project at this corner. Item Background: In 1989 City Council adopted Ordinance No. 1819, which created the Wolf Pen Creek Development Corridor and defined its boundaries. The Upper Corridor-North included the tracts of land between Texas and Dartmouth and Harvey and Holleman. Since the initial rezoning, George Bush Drive was extended through the Upper Corridor and there have been six rezonings to C-1 in the area west of the extension. Related Advisory Board Recommendations: The Design Review Board recommended that the City pursue the rezoning at their March 6, 2003 meeting. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend a less intense zoning classification; 3. Recommend denial; 4. Table indefinitely; or, 5. Defer action to a specified date. Numerous attempts to contact the owners of Jot Cleaners before the notification letters were sent were unsuccessful. Staff has not received a response from them, nor any other citizen or interested party on this matter.
