HomeMy WebLinkAboutStaff Report STAFF REPORT Project Manager: Spencer Thompson Date: March 25, 2003 Email: sthompson@ci.college-station.tx.us Item: Consideration, discussion and possible action on a Preliminary Plat for Crescent Pointe Tract One located at 3300 University Drive East consisting of 4 lots on 55.5 acres. (03-00500066) Applicant: Joel Ross, TAC Realty, Inc. Staff Recommendations: Staff recommends approval of the Preliminary Plat for Crescent Pointe Tract One with the condition that attached Staff Review Comments #2 be addressed. Item Summary: This item is for the consideration of a Preliminary Plat for Crescent Point Tract One. This is the proposed site for the Hotel/Conference Center and Headquarters for First American Bank. The plat includes 4 separate lots and a private street, First American Blvd. Copperfield Parkway is being constructed under the direction of the Public Works Department. Additional infrastructure requirements including sewer and water are being extended to the subject property at this time through Public Works. Staff requested that the proposed joint access and parking easements be shown on the plat. McClure Engineering responded by saying the legal specifics of the easements are a Site Plan issue. However, all legal instruments affecting the subject property are required to be shown on the plat. Staff understands that such instruments exist. If this is not the case, easements can be shown on Final Plat. The irregular shape of the property line between Lot 2 and Lot 3 is due to the fact that it represents a "common wall" of a structure. This property has received a variance through the Building Official to allow the fire wall on the common property line. Comprehensive Plan Considerations: Land Use Plan: The LUP shows this area as Mixed-use. The proposed LUP amendment shows this area as Planned Development. Thoroughfare Plan: FM 60 is a Major Arterial. Copperfield Parkway is a Major Collector. Special Area Plans: The subject property is included in the 30/60 Study. The study states office, commercial clean industrial, and high density residential are appropriate uses in the area. Sidewalks: Sidewalks are not included in the construction plans for Copperfield Parkway, at this time, but are proposed. Sidewalks will be required on First American Blvd. Staff requested sidewalks and/or access easements be shown on the plat as part of the "Public Improvements" required to be shown on preliminary plats. McClure Engineering did not show sidewalks and responded that site plans would address the issue. Compliance with Master Plan: This plat is in conformance with the approved Master Development Plan. Bikeways: The approved Bike Plan shows a Bike Lane to be included on Copperfield Parkway. However, the plan has been adjusted to accept a Bikeway instead. Driveway Compliance: The final location of First American Blvd at FM 60 will need to be permitted and approved through TxDOT. Other driveways will be required to meet City ordinance. Zoned: Current zoning is C-B. Commission Action Options: The Commission has final authority over the plat. Copy of Preliminary Plat 5. Staff Review Comments #2 INFRASTRUCTURE AND FACILITIES Water required for plat: Public water is required to each platted lot. Construction drawings were submitted to Public Works Dept. to meet this requirement for a Final Plat. Water is being extended to and through the subject property along FM 60. Water Service: An 18-in waterline is being constructed along FM 60 and a 12- in waterline along Copperfield Pkwy. Sewer required for plat: Public sewer is required to each platted lot. Construction drawings are to be submitted to Public Works Dept. to meet this requirement for a Final Plat. Sewer Service: Sewer is shown to be extended to each lot. According to McClure Engineering sewer service to the Peters Tract to the east is to be extended along the drainage channel on Tract 3. Street required for plat: Copperfield Drive. Streets/Access: Access to be provided along Copperfield Pkwy and First American Blvd. Additional access to FM 60 will be required to meet TxDOT "stopping sight distance" requirements. This is in the 500-ft range at this location, which would possibly allow one access to FM 60 on Lot 3. Off-site Easements required for plat: Easements may be required for storm sewer and/or sanitary sewer. One proposed easement is shown on Tract 3. Drainage: Drainage of this property is to several unnamed tributaries to Hudson Creek and Carter's Creek. The development project is required to comply with the City's Drainage Policy. Flood Plain: None on-site. Impact Fees: None Parkland Dedication Fees: None for this commercial site. STAFF REVIEW COMMENTS NO. 2 Project: CRESCENT POINTE (PP) - 03-00500066 ENGINEERING 1. If parking and access easements have been filed affecting this property they must be shown on the plat. All legal instruments affecting the property to be platted must be shown on the plat. 2. Sidewalks are not shown on streets. Please see street cross sections in Subdivision Regulations. 3. Please be aware of the fact that final location for First American Blvd is dependent on TxDOT permit approval. Whereas, the street location may meet City requirements, TxDOT requires permit review on all access construction in TxDOT ROW.
