In regard to the proposed Texas Roadhouse restaurant in College Station,Texas and the Plan Review submitted to you,we
have received your memorandum,via facsimile on April 21,2008, and we offer the following responses:
Planning:
Comment 1 Please submit a NRA(Non-Residential Architectural)application.
Response 1 Please refer to attached,completed NRA Application.
Comment 2 Please submit a revised site plan showing where the existing landscape is being replaced.
Response 2 Refer to Note on Revised Site Plan.
Comment 3 The square footage of the addition needs to be added to the site plan/revised landscape plan.

Comment 4 Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view
or isolated so as not to be visible from any public right-of-way or residential district within 150'of the subject
lot,measured from a point five feet above grade. Such screening shall be coordinated with the building
architecture and scale to maintain a unified appearance.
Response 4 No Landscape Revision required at this time.
Comment 5 Please note that any changes made to the plans,that have not been requested by the City of College
Station, must be explained in your next transmittal letter and"bubbled"on your plans. Any additional

Requirements for Electric Service:
All electric service will be provided underground.
• Electric department personnel have the discretion to provide overhead service if
deemed appropriated.
Developer I Owner is responsible for providing and installing at developers cost:
• Conduits per Electrical Divisions spec and design.
• 30 ft. of rigid conduit for riser poles (install first 10 ft. city will install remainder)
provide weatherhead if secondary riser.
• Concrete transformer pads for commercial and apartment complex projects per city
specs and design.
• Concrete junction box pads per city specs and design.
• Subsurface pull boxes per city spec and design (pull boxes supplied by City).
• Street lighting per city spec and design.
• CT can on building if necessary per city spec and design.
Developer/ Owner needs to provide the City of College Station Electric Division with:
• Plat and/or site plan
• Digital (Autocad version) of plat and/or site plan.

26 weeks)

legal department.

,--->1. In the paving notes on SP-1, notes 4 & 5 need to comply with the City's Fire
Lane marking requirements.
'� 2. Recalculate the landscape/streetscape point requirements. All existing trees
will need to be barricaded, but the point status will be non-protected (35 pts
ea) due to previous damage caused while clearing the site. Please include
point status for all new plantings provided in the landscape requirement (plant
list). The streetscape total point requirement is 1650. This includes the 1-
canopy tree/25 feet of frontage plus an additional 300-points/50 feet of
frontage. Provide approximately 7 more (4" min. caliper) canopy trees added
to this site. The project must expend 50% of its point total on canopy trees.
This is derived from 50% of the landscape total requirement (1100 pts) plus
the streetscape total point requirement (1670 pts), for a total of 2750 points
towards canopy trees. (Note: 2 non-canopy trees can be substituted for 1
canopy tree.)
A. The City's requires a 20 feet site triangle at driveways with no obstructions
between the heights of 2.5 and 9 feet.
,,( Provide a fire hydrant on the northwest corner of the site and include the
construction drawings. You will not be able to use the existing location near
University Drive because it will not meet the City's Fire Protection Ordinance
requirement. An approved fire hydrant location shall be in place before the
fire department will allow combustibles on site.

/1. In the paving notes on SP-1, also amend the text in notes 4 and 5 regarding
the 8" fire lane stripe.
—h> 2. Provide barricading for all the existing trees that are to be included in the
streetscape points requirement. Only 16 of the 20 existing trees depicted on
the landscape plan are barricaded.
/3. PLANT LIST: Remove the statement at the bottom of the Plant List. This list
is the official landscape list approved by the city unless you request to amend
it. Also, Item "E" in the plant lists shows a quantity of 80 with 800 points. The
drawing depicts a quantity of 90 and should show 900 points.
/4. LANDSCAPE REQUIREMENTS: Amend the total points for the new non-
canopy trees plantings from 2520 to 2620, and the total landscape new
planting points from 4620 to 4720. Also, Amend the total points provided for
new and existing from 5320 to 5420.

(There is an electrical J-box existing at the Edelweiss Ave. & Rock Pr Rd intersection and at the property

I am still waiting to receive the civil construction documents from the engineer who is
reviewing those. There may be additional comments that will need to be addressed
concerning grading, drainage, and utilities. As soon as I receive those I will forward
those to you.

Project: Texas Roadhouse Restaurant #99-439
;1. Who will construct the roadway within this 30-foot access and utility
easement? Will it be installed before the development of this site? Will the
roadway extend to the intersection of University Drive and Glenhaven? The
City will not issue a C.O. until this roadway is complete to provide access to
your site.
-,1 2. The City has approved the 20-foot utility easement along University Drive,
but the waterline location has not been approved. Your site plan should
reflect the approved civil plans.
-3. The off-street parking requirement is 1 per 65 sq. feet (97 spaces). Also give
the dimensions to each section of the parking spaces.
- 4. Several parking end islands are not the required 180 square feet. The
property line should evenly divide the two end islands on the southeast and
southwest corners of the property for the perimeter parking facing University
Drive. There is an additional 180 square feet required for every 15 interior
parking spaces (4 total). Provide 2 additional interior islands for this site.
5. Provide water meter locations and place them in a utility easement. (Note:
the proposed electrical meter and gas meter locations at the building appear
to be reversed.)
-6. FDC locations shall be placed on the site plan.
/7` Show fire lane(s) on the site plan.
V8. The existing fire hydrant located on the southwest corner of proposed site is
a proposed location by a private contractor and has not been approved by
the City. If this proposed location is approved, you will need to provide an
additional fire hydrant on the proposed site. The City has not approved the
waterline location adjacent to University Drive. It may be located on the north
side of the proposed development within the 30-foot Access and Utility
Easement. The existing fire hydrant as shown will not be at this location if the
waterline is relocated to the north of your site. If the waterline does stay at
this location along University Drive you will not be able to use this existing
fire hydrant location due to the City's Fire Protection Ordinance requirement
(Chapter 6, Section 603, 603.1.36). A fire hydrant will need to be placed on
site (suggest the NW corner near the 30' Access & Utility Easement) for use
by the Fire Department, and to meet the City Fire Protection Ordinance
requirement. An approved fire hydrant location shall be in place before the
fire department will allow combustibles on site.

9. Provide wheel stops in the parking areas on the east and west property lines
2 feet from the edge of pavement to prevent the overhang of vehicles onto
the adjacent properties. Also, a 6-inch raised curb shall be required around
the entire perimeter of the lot. In this case, you may use knockdown curbing
that can be removed in the event that future parking area on the adjacent
property is installed.
4. 10.Recalculate the street tree points for the streetscape requirement. Will these
existing trees along University Drive meet the streetscape point requirement
since they are now under non-protected status? All existing trees will need
to be barricaded, but the point status will be non-protected due to previous
damage caused while clearing the site.
- 11.Provide screening for the parking lot on the south side of your site facing
University Drive.
,>12.Recalculate the new planting points for landscaping requirement.
413.The city will need to approve the materials used for the retaining wall prior to
installation.
-- 14.Chose one of the detail options from the zoning ordinance.

This week, staff received revised site plans along with the waterline plans for the Texas
Roadhouse restaurant to be constructed on University Drive. A building permit will be issued
for the restaurant once the following items are submitted:

Four (4) copies of the revised waterline plans. (The only staff review
comment is to note the mechanical joint at the 90°bend.)
_ Seven (7) copies of the revised site plan package. (The only staff review
comments that need to be addressed are on the landscape plan. Several of the
existing trees that are presently accruing points (non-protected 35 pts. ea.)
towards the landscape/streetscape point requirement will not be counted due
to the intrusion of the pavement into the new barricaded areas. Also, you will
need to recalculate the landscape/streetscape points due to the removal of the
nine trees, which reduces the streetscape points by 385 points. In addition, in
the Landscape Notes (sheet LA-1) you should add a note #10 that explains the
definition of a barricaded area: Barricade area for existing trees: An area
protected throughout construction and extending in a radius of 1 foot per
caliper inch of tree diameter from every protected tree that prevents intrusion
by construction equipment, vehicles and people.)
Site plan review fee of $100. (This fee was required with the last round of
site plan reviews and was not submitted.)
