RE: Comprehensive Plan Amendment
As you know,staff has been working with a Planning and Zoning Commission
subcommittee on updating the comprehensive plan for the area of College Station south
of Barron Road.This item represents the first of two proposed comprehensive plan
amendments that will result from this subcommittee's efforts.
On this item,staff proposes to amend the thoroughfare and land use plans in two
primary areas. The first area is the "Crowley tract" located on the northwest quadrant of
the SH 6/Greens Prairie Road interchange. The second area is the "Seaback tract" located
west of and adjacent to the"Crowley tract".The attached figures show the proposed
thoroughfare and land use changes that are described below.
Crowley Tract
On this tract,the proposed plan would adopt the thoroughfare alignments and land uses
that have been approved as part of the Crowley Master Development Plan by the
Planning and Zoning Commission and City Council. Regarding thoroughfare
alignments,this includes extending Decatur Drive as a major collector through the site
to align with Greens Prairie Road south of SH 40 and providing a connection to the SH 6
frontage road on the north side of the property (currently being constructed as Oxburgh
Lane). Additionally,a minor collector will provide access through the proposed single
family residential area along SH 40 and will connect to Victoria Drive to the west.
The proposed land use plan provides for regional retail uses along SH 6 and SH 40
frontages near their interchange, single family residential (high density) and residential
attached uses along the north side of the property,and single family residential uses
(medium density) on the southwest portion of the property. In addition,there is a
significant amount of greenways on the property that provides natural buffers between
the various land uses.
