Item: Public hearing, discussion, and possible action on a rezoning for the
Edelweiss Gartens, Lots 66-71 of Block 1 of Edelweiss Gartens Phase 3 and
Lots 1-12 of Block 9 Edelweiss Gartens Phase 4 located south of Graham Road,
east of Wellborn Road, and west of Victoria, from R-2 Duplex with approved 40-
foot landscape buffer requirement to R-2 Duplex with a 25-foot buffer. (03-06)
Applicant: Tony Jones, property owner
Staff Recommendations: Staff recommends denial of the rezoning based on
past Council decisions. Staff recommends upholding Council's previous decision
requiring a 40-foot landscape buffer on the R-2 property.
Item Summary: The applicant is requesting to reduce the width of the landscape
buffer that was approved by Council as part of the rezoning of this property to R-
2 Duplex Residential. This requires a rezoning of the property. This rezoning will
affect the eighteen lots within Edelweiss Phase 3 and Phase 4 that are adjacent
to the M-1 and M-2 zoning districts.
Comprehensive Plan Considerations: The Land Use Plan shows this area as
Single Family Residential and Industrial. The property was rezoned from R&D
Research & Development and R-1 Single Family to R-2 Duplex in September of
2002.
The property to the north is zoned and partially developed as M-1 Planned
Industrial and M-2 Heavy Industrial with a few vacant lots adjacent to the subject
property.
Item Background: This property was annexed in 1995. It was rezoned to R-1
Single Family and R&D Research and Development in 2001 as part of Edelweiss
Gartens. In 2002 a request for rezoning from R-1 and R&D to R-2 was heard by
the City Council. At that time the Council requested that the applicant propose
additional buffer standards to protect the proposed R-2 from the existing
industrial properties along Graham Road. The 40-foot buffer was proposed and
presented to the Planning and Zoning Commission and the City Council, where it
was finally approved.
The final plats for Phases 3 and 4 were approved in November 2002 and reflect
the 40-foot buffer requirement. If the buffer requirement is reduced the
properties will need to be replatted.

Commission Action Options: The Commission acts as a recommending body
on the question of rezoning, which will be ultimately decided by City Council.
The Commission options are:
1. Recommend approval of rezoning as submitted;
2. Recommend a less intense zoning classification;
3. Recommend denial;
4. Table indefinitely; or,
5. Defer action to a specified date.

INFRASTRUCTURE AND FACILITIES
Water: Extended with the subdivision.
Sewer: Extended with the subdivision.
Streets: The lots front on Oldenburg Lane. This will be a 33' street,
which is larger than the standard 27' residential street and smaller than
the standard 38' collector street in the City of College Station. The
Commission approved this larger residential street section with the plat
to accommodate more on-street parking. Access to Graham Road is via
Brandenburg Lane, a collector.
Drainage: This project complied with the Drainage Ordinance at the time
of subdivision.
Flood Plain: These lots are not within the 100-year flood plain.
