T' Mobi1e •• M emo To: City of College Station From: Michael Baty, Real Estate/Zoning Manager Date: 01.07.03 Re: T- Mobile WTF request T- Mobile of Houston requests your favorable consideration of a CUP for a new 120 foot WTF at 1360 Earl Rudder Fwy South. T- Mobile requires the new WTF to address CAPACITY issues our network is experiencing. Specifically, T- Mobile site K2 (refer to color slide labeled `diagrammatic') has the maximum number of radios installed for its beta and gamma sectors. Exacerbating the condition is the loss of spectrum T- Mobile will experience in June of 2003 which will reduce the maximum number of radios from 8 per sector to 6. T- Mobile is proactively seeking to address this concem in order to continue providing the consumers' expected level of service; emergency or otherwise. T- Mobile has reviewed all structures within a 1 mile search radius of our proposed monopole but no structures tall enough to collocate upon exist. In accordance with the City of College Station zoning ordinance, T- Mobile identified four potential collocations in the general area that might favorably address our network growth but each of the four either is not optimum geographically or is city owned and therefore not collocatable. T- Mobile's scope of work includes constructing a new 120 foot monopole at the bottom of a 40 foot slope located northeast of Hwy 6 and Harvey Road. The antenna array will be a slim -line flush mount application to mitigate aesthetic concems as illustrated in the photosimulations. The new monopole will be constructed with capability of adding two additional carriers. T- Mobile encourages collocation on monopoles it owns. Attached is the required Master Antenna Plan for Brazos Co. and a copy of our NEPA assessment. T- Mobile sites meet current FCC regulations and emission •Pagel standards. Secondary objective : To improve coverage along Hwy 6 and University Drive. Potential Co- Locates in the area : • "Cl" SBA Tower. The site is too far North to achieve the primary objective. It is too far away from the area being served by existing sector K002 sector 2 and would not offload traffic from it. • "C2" City owned tower. The site is too far South to achieve the secondary objective. It is too far away from the intersection of Hwy 6 & University Dr. It is also too near to our existing site K012. • "C3" Sprint Tower The site is two far South to achieve the secondary objective. It is too far away from the intersection of Hwy 6 & University Dr. It is also too near to our existing site K012. • "C4" City owned Water Tower The site could achieve our primary objective but not the secondary. It is too far away from the intersection of Hwy 6 & University Dr. Proposed Candidate : • Varsity Ford. The site is ideally placed to achieve both of the main objectives described above. The distance from the tower to Associates is indicated on Sheet A -1 3. The site acreage is indicated in the Site Plan title block 4. The address of the project issued by College Station is labeled 1361 Earl Rudder Freeway South and properly reflected on all sheets. 5. The Site Plan correctly scales 1:50 6. The fence is properly designed and labeled 8' -0" on all pertinent sheets 7. Staffs landscaping position is understood, however, T- Mobile interprets the spirit of the ordinance to provide no view of ground equipment from the public right of way which the proposed 8 foot tall solid screening fence will accomplish. A landscaping plan indicating our 8 foot solid screening fence is included as Sheet L -1, L -2. 8. T- Mobile is curious how electrical comments are germane to the CUP request since a CUP typically regulates the telecom use while a building permit typically regulates the specifications by which we build. Regardless each electrical comment can be addressed as follows: 1) Developer installs conduit per city specs and designs. See sheets A -1, E -1, etc. • Page 1 2) Developer provides 30' of #4 rigid conduit for riser poles. Developer will install the first 10' and the city will install the remainder. THERE IS NO RISER POLE. NO SHEET TO REFERENCE. 3) Developer will pour the transformer pad(s) per city specs and design. See Sheet A -2 for call out. 4) Developer will install pull boxes as per city specs and design. See Sheet A -2 for call out. 5) Developer will provide a digital AutoCAD 2000i version of site plan when all comments have been addressed. 6) Developer has provided load data for project. See sheet E -3. 7) Developer has a non - exclusive access /utility easement also known and labeled as a `temporary blanket easement' for construction purposes. See sheet A -1, A -2. 8) Developer has necessary easement for electrical infrastructure for electric lines. See sheet A -1, A -2. 9. The utility in the ten foot utility easement is a telco wire from a pedestal to our outdoor equipment cabinets. 10. The paint or finish treatment is galvanized steel on the pole, wood on the screening fence, and an opaque enamel on the outdoor equipment cabinets. Engineering 1. The plans submitted incorrectly call for a 100 foot monopole. The site plan application correctly indicates 120 feet. The discrepancy in height was generated by a combination of factors. Originally, we selected a site behind Douglas Nissan which had a higher starting ground elevation than the request we finally submitted. The change in location affected our proximity with the tree line and therefore the ability of this site to communicate with other T- Mobile sites. Finally, given the location and tree line height, a 120 foot tower is likely to attract collocations that would be useful to another carrier at the 110 and possibly the 100 foot centerlines which is consistent with intent of the tower Ordinance in minimizing the aggregate number of towers within city limits.
