DEVELOPMENT PERMIT COMMENTS
Engineering (Carol Cotter)
1. I will sign the certification page of the drainage report.
2. Because the site is so flat, the entire site will be encompassed by silt fence.
The Contractor will be required to construct construction entrance /exit for the
project. See General Note #6 of the site plan for the erosion control plan.
Erosion control details have been added to the construction standard details.
3. It is my opinion that sheet flow will be obtain by the current design. The
discharge from the parking lot is occurring at four locations. Once the runoff
is discharged from the parking lot, the water has 20' to revert back to sheet
flow before it leaves the property. Because the existing terrain is so flat,
obtaining sheet flow before it exits the property should not be a problem.
General Note 17 was added to the site plan to ensure that the Contractor
property grades the area between the curb outlets and the property line.
4. As shown on the site plan, there are four (4) curb outlets to discharge the
runoff from the parking lot. In the report, the "Reservoir Report" shows Weir
Structures "A ", "B ", "C ", and "D ". Weir Structure "A" represents the three (3)
outlets in the main parking lots (i.e. 3 x 9" = 2.25'). Weir Structure "B"
represents the single outlets in the driveway in front of the building (i.e. 1 x 9"
= 0.75'). Weir Structure "C" represent the water going over the top of the main
parking lot curb (i.e. 144.5'). Weir Structure "D" is not used.
5. The amount of drainage that will be discharge onto Dartmouth and Colgate is
insignificant and is considered negligible.

1. Revised Site /Grading /Erosion Control Plans (13 copies)
2. Revised Vacating /Final Plat (2 copies)
Revised Landscaping Plans will be submitted by Pete Vanececk with City of College
Station Parks and Recreation Department.

1. The Colgate driveway is aligned with the alley that is on the east side of
Carnation Court.
2. The site plan shows that a minor amount of runoff will be transported to
Dartmouth Drive and Colgate Drive. The amount of runoff that will be
discharged into these streets will be insignificant. The majority of the runoff
will be transported to the parking lot as shown in the Drainage Report.

Item: Discussion and possible action on a Vacating and Final Plat for the
Eastmark Subdivision, Lot 1 R, Block H consisting of 1.356 acres located on the
northeast corner of the intersection of Dartmouth and Colgate Drives.

Applicant: J. Dale Browne, Jr., P.E., of Ash & Browne Engineering, Inc. as
agent for the Arts Council of the Brazos Valley.
Staff Recommendations: Staff recommends approval of the Vacating and Final
Plat with attached Staff Review Comments #2.
Item Summary: This item is for the consideration of the Vacating and Final Plat
for Eastmark Subdivision, Lot 1 R, Block H. The applicant is seeking to vacate
Lots 1 through 6 of Block H in order to Final Plat the resulting single 1.356 -acre
lot. The planned use for the property is as the home of the Arts Council of the
Brazos Valley.
Comprehensive Plan Considerations:
The property is located in the Wolf Pen Creek Development Corridor, and is in
compliance with the zoning ordinance and subdivision regulations. The property
is located on the northeast corner of the intersection of Dartmouth and Colgate
Drives. Dartmouth Drive is shown as a minor arterial on the City's Thoroughfare
Plan. Colgate Drive is shown as a minor collector.
