The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and provide the requested information to be scheduled for a future Planning & Zoning Commission meeting. Final Plat cannot be approved until the 12" water line required for fire flow is constructed or a receipt is submitted showing that the developer has paid for the line. 2. Provide design information on the sewer plant. 3. Is discharge from sewer plant into detention pond? Is this allowed by TCEQ? 4. Drainage Report is for Phase 1 of 6 phases. What are plans for drainage from additional phases? How will detention pond handle additional flow? Does the berm across from the creek entering the detention pond need armoring? 5. PVC sleeves okay for services but will require structural backfill. 6. PVC sleeves for mains will need to meet encasement requirements. 7. In addition to what you have shown, water and sewer crossings also require joint of water pipe to be centered over sewer. 8. Streets and storm sewer system will be designed to City of College Station Standards. Revise Note 4. 4. Sewer system is private and will not be allowed in PUE. Review by: Jennifer Reeves /Carol Cotter Date: 10 -27 -04 BRAZOS COUNTY 1. On streets having curbs and gutters the County will have no maintenance responsibility back of curb. In this case, to include no maintenance of water, sewer, storm sewer, sidewalks, drainage and detention areas. The county will need to know who the responsible party will be for these and denote on Plat. 2. All utilities placed under the street will be encased by an approved material by county engineer. \ ,3: Add 10' wide utility easements on side and back of lots. 4. Drainage common areas will back water on lots as they appear now. 5. Can 150' buffer zone for sewer plant encroach on right -of -way? 6. Drainage study would be required and a grading plan to show elevation of lots in the area of drainage common areas. Reviewed by: Gary Arnold Date: 11 -09 -04 BTU 1. Regarding note 6, the developer will bear the total cost for relocation of existing facilities. Easements that currently burden the land will have to go through BTU's easement release process. Please contact Randy Trimble at (979) 821 -5728 to begin this process. No easements will be released until all relocates are complete and new easements have been executed to cover the relocated facilities. 2. Regarding note 12, there will be the need for some a few side lot line easements. Those may be obtained by separate instrument or by plat, depending on how the project unfolds and how and when the individual blocks are platted. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review Page 2 of 2 Response to Staff Review Comments No. 1 Meadowcreek Subdivision - Phase 1 Planning /Engineering: 1. Attached is a copy of a letter from Wellborn Special Utility District to the Developer acknowledging the Receipt of Funds for the construction of the 12" water line required to meet the fire flow requirements. 2. 2 copies of the design drawings and specifications prepared by Pledger Kalkomey, Inc., Consulting Engineers, are attached. Also attached is a copy of a letter from the TCEQ acknowledging receiving the project summary transmittal letter submitted to the TCEQ for the sewage treatment plant. 3. Attached are 2 copies of the email correspondence between Steve Duncan, P.E., the sewer treatment plant design engineer, and TCEQ staff concerning the discharge into the detention pond. This correspondence indicates the discharge is allowed. 4. As future phases are developed, additional storm water detention will be provided by increasing the size of the proposed detention pond or by constructing additional detention ponds within the subdivision. The alignment of the creek that enters the detention pond will be changed so that the concentrated flow in the creek enters the pond without flowing into the pad for the sanitary sewer treatment plant. The grading plan has been revised accordingly. 5. It has been noted on the drawings that trenches for the sleeves for the services will have structural backfill. 6. The PVC sleeves for water and sever mains will be PVC pipe in accordance with the Bryan/College Station Standard Specification No. 110, Pipe Boring, Tunneling and Encasement. 7. This has been noted on the drawings. 8. There was a meeting with Brazos County and their comments were presented and the drawings have been revised accordingly. Their comments were: • Add end of road signs on Cloud Lane. • Add rock riprap to control erosion where the curb ends at the temporary turn- around cul -de -sacs. • The culvert at the entrance of the subdivision was changed from 12" to 15" in diameter. • Additional notes were added to the detail sheets concerning the amount of construction materials testing required. Brazos County: 9. Attached is a letter from Wellborn Special Utility District (SUD) to Judge Sims, the Brazos County Judge, stating that Wellborn SUD has agreed to manage the wastewater system. 10. HOA information will be provided prior to filing of the plat. 11. It is noted on the Final Plat that Floodplain and Driveway Access Permits will be required for each lot. BTU: 12.
