Staff Recommendation: Staff recommends denial of this request.
Item Summary: The applicant is proposing a facade change on the primary entrance
that will include the removal of the far right storefront window to be replaced with a
smaller window and a second entrance into the store. The proposed 36 "x84" door
would be located approximately 5 feet from the existing door. The attached facade
details include specifications for the door and the dimensions of the smaller
replacement windows.
Item Background: According to the Unified Development Ordinance, 110 College Main
is a medium priority structure in the Northgate Historic Resource Survey and shall be
treated using the methods and materials in accordance with the Secretary of the
Interior's Standards for Rehabilitation. These guidelines set out several policies for
alterations of windows, storefronts, and building exteriors for the rehabilitation of historic
properties and make the following prohibitions:
Windows
1. Removing or radically changing windows which are important in defining the
historic character of the building so that, as a result, the character is diminished
2. Changing the number, location, size or glazing pattern of windows, through
cutting new openings, blocking -in windows, and installing replacement sash that
do not fit the historic window opening.
Entrances and porches
1. Cutting new entrances on a primary elevation
Storefronts
1. Removing or radically changing storefronts — and their features — which are
important in defining the overall historic character of the building so that, as a
result, the character is diminished.
Considering these guidelines, this facade change would be detrimental to preserving
the historic character of this building by diminishing the visual prominence of the center
entrance and the historic symmetry of the building. This prominence is reinforced by the
architectural detail above the awning that is aligned with the main entrance, along with
the center of the existing window openings. The location of the door and window
openings contributes to the scale and historic character of the building despite the
integration contemporary aluminum frame windows. Altering the historic window
opening will also impact any future restoration of this building to its original condition.
This structure was built in 1935, and previous to it use as a restaurant, it was the
location of Marooned, a music store. In 2002, the structure was painted with the
permission of the Northgate Review Board. The proposed materials are in compliance
with the Northgate Design Guidelines.

2. Structures over 50 years in age that are reflected as high or medium priority
structures in the Northgate Historic Resources Survey or have been determined to
be eligible for inclusion on the Nation Register of Historic Places shall be treated
using methods and materials in accordance with the Secretary of the Interior's
Standards of Rehabilitation.
