Mike, Essentially, the City has limited the number of unrelated that are permitted to reside as a single house - keeping unit in a residential district to a maximum of 4 since the adoption of its first zoning ordinance in 1940. The ordinance defining "Family" at that time stated that it was "any number of individuals living together as a single house - keeping unit as distinguished from a group occupied a boarding house, lodging house or hotel, defined herein." The ordinance defined a Boarding House to be five or more residing together (so by default setting the single - family number at 4). I assume there was no discussion about this particular part of the ordinance, since in 1940, students didn't live off of campus. The approval of the ordinance was for the entire 23 page zoning ordinance. The minutes of the meetings state: "...adopt the Ordinance as recommended by the Zoning Commission...amended to include such changes as are noted on the map and wording of the Ordinance, was finally unanimously passed." Not much to go off of there. Since then, the definition has evolved over time to clarify relationships. 1972: Family: "A 'family' is any number of related persons or not more than four (4) unrelated persons living as a single house - keeping unit." 1986: Family: A "family" is any number of related persons or not more than four (4) persons, any one of whom is unrelated to another, living as a single house - keeping unit. Persons are related within the meaning of this definition if they are related by consanguinity, affinity or legal guardianship. 2003: Family: "Any number of related persons, or not more than four persons, any one of whom is unrelated to another, living as a single housekeeping unit. Persons are related within the meaning of this definition if they are related by the second degree of consanguinity, affinity, legal guardianship or qualified under Chapter 123 of the Human Resources Code. 2006: Family: "A family is one(1) or more persons occupying a single dwelling unit, provided that unless all members are related by (1)blood, (2)adoption, (3)guardianship, (4) marriage, or (5) are part of a group home for disabled persons, no such family shall contain more than four (4) persons. It doesn't appear that there was ever substantial discussion in setting the number to 4. To your second question for maps, etc., are you looking for the information for just South Knoll or the City as a whole?
