The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, September 23, 10:00 a.m. your project will be placed on the next available Planning and Zoning Commission meeting scheduled for October 3, 2002, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Ten (10) copies of the revised preliminary plat; and, One (1) Mylar original of the revised preliminary plat. One (1) copy of the digital file of the preliminary plat on diskette or e-mail to nmanhart@ci.college- station.tx.us Please note that if all comments have not been addressed on your revised preliminary plat, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. In order for this property to be platted, the required utilities must be extended to and across each resulting parcel. There is sufficient acreage that sewerage could be provided by OSSF. You may state on the Preliminary Plat that sewerage will be supplied by OSSF or other when available. However, fire protection must be provided to the property in order to develop the property according to the current zoning. If water is not extended to the property, then the property is not ready to develop at this time and a plat is not needed. In order to get a preliminary plat approval you must show the required utilities in order to meet minimum platting requirements. 2. In order to receive Final Plat approval you must provide construction documents for any required utilities. The required utilities must be constructed and accepted or guaranteed before the Final Plat will be filed. TxDOT Comments specifically on the Preliminary Plat: Valley Park Center (Preliminary Plat) (FM 2818) - Access driveways to FM 2818 must meet TxDOT's current "Regulations for Access Driveways to State Highways ". Regulations are primarily based on posted speed limits and distances between proposed & adjacent access points. Where posted speed limits are 50 MPH or more the required spacing between access points is 425'. Where driveway spacing is insufficient joint access will be required. Access to Lot 4 may require a decel lane due to possible conflicts with exit ramp traffic. Preferable access to Lots 3 & 4 would be from Frontage Road stub -out. Appropriate data will be required for any future permits @ this development site. r/ 8. FYI: Utility Construction Plans are under review. Upon City initial approval, the City will forward the associated TxDOT permit applications to the State for their review. With regard to the oversized participation regu s±,-a.review and subsequent comments on the construction plans should be incorporated into the engineer's estimate and request. Preliminarily though, the design guidelines would require a minimum of an 8 -in waterline due to the length of the line and the number of hydrants. The fire flow analysis may also justify a 10 -in for a portion of this line as well to accommodate fire flows without exceeding maximum velocities, etc. FYI, oversized participation is an item that is considered by City Council and is at their discretion. / 10. FYI: Provide Street Construction Plans. O FYI: Provide Drainage Report. 12' FYI: Provide associated water and sanitary reports. The water report must demonstrate fire flow and fire hydrants should be spaced and provided accordingly. The water main construction will require hydrants and the analysis, however it may be advantageous to consider the site design to minimize the additional water lines and hydrants needed for the future buildings. ✓13. Provide associated correspondence with TAMU regarding the sanitary agreement and the ILA. ✓14. Depict all proposed utilities including line sizes, manholes, valves, hydrants, etc. 1j ,15. The proposed street connection to the gore is not in compliance with Table I - Street Design Criteria found in the Subdivision Regulations; namely a minimum horizontal radius of 400 -ft or a 90- degree intersection. Additionally, the geometry of this connection will require TxDOT approval especially as it appears a portion of the gore will need to be reconstructed or extended. If TxDOT intends for the gore to be extended to Lot 3 or further the 90- degree intersection would be more appropriate. Conversely, if the gore is not to be extended, a curve would be more appropriate. v' 16. Similarly, depict the remaining extension of the proposed street as well as a temporary culdesac with a temporary culdesac easement.
