SUBJECT: PARK PLACE CROSS ROADS - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The next submittal will be the third
and final review by staff for this round of reviews. If all items have not been addressed on the
next submittal, another $200 processing fee will need to be submitted for the subsequent set of
three (3) reviews. Please address the comments and submit the following information for further
staff review:
One (1) complete set of construction documents for the proposed development
with the revised site and landscaping plans attached

STAFF REVIEW COMMENTS NO. 2
Project: PARK PLACE CROSS ROADS - 05- 00500128
PLANNING
1. Although the heavy duty paving is required to meet fire lane standards to the
dumpster location, the fire lane markings will need to be removed from the site plan
(Per Eric Dotson of the Fire Marshall's office). The fire can be fought from off of Park
Place.
(Non - residential Architectural Standards) The following comments were sent back by
Chris Haver (City Building Official) on July 27 from the building plans review.
2. As previously stated in staff review comments #1, comment # 12 states: "It appears that the
building facing Texas Avenue only has one (1) design element but it is required to have a
minimum of two (2) design elements per the UDO, Section 7.9 Non - Residential Architectural
Standards, C. Building Mass and Design. In addition, all other facades visible from a right -of-
way also need to have two (2) design elements such as required for the front or main building
facades ".
3. Section 7.9.0 Building Mass & Design of the U.D.O. States: " The horizontal line of a flat roof
(or parapet) along the front or main building(s) facade shall vary by a minimum of two (2) feet
up or down so that no more than sixty -six (66 %) percent of the roofline is on the same
elevation". The rear elevation that faces Texas Avenue will need to meet this requirement.
4. Section 7.9 2.a. states: " Stucco, EIFS or concrete products shall not cover more than
seventy -five (75 %) percent of the overall facade. It appears that what is being proposed as the
rear /north exterior elevation is exceeding the 75% of stucco product. Please make adjustments
to meet this requirement.
5. We are in receipt of the material samples; however a colored photo of all facades is still
needed.

ENGINEERING
1. Would you consider placing your domestic and irrigation meters on the 6" line that is being
constructed for the fire hydrant? This may be better for you as to not have to wait on
TxDOT to construct the 12" line along Texas Ave.
2. CoCS would prefer that the domestic and irrigation meter be located in the same easement.
3. 1 am not sure of the status of the existing /proposed irrigation meter or which water line it is
drawing from (located at the southwest corner of the property). The irrigation meter will also
need to be placed in an easement. Use of the existing irrigation meter will also require a
tap fee. These issues may be resolved by placing both meters in the same easement, as
noted in comment number 1 & 2.
4. Water service line shall be constructed of Type K Copper, please make change.
5. Provided domestic water demands indicate that a .75" meter is needed not a 2" meter.
6. Please provide note on utility and grading plan that junction boxes will be constructed al
each grate inlet.

7. Please provide detail of the reconstruction of the inlet located at the parking lot entrance.
Specifically the spec for the grate inlet. It would be helpful for you to explain how the new
grate inlet is hydraulic equivalent and adequate as compared to the original curb inlet. Also
the grate inlet will need to be structurally sounds as to be able to carry the load of solid
waste trucks etc (HD 20 load).
8. Please label extension of 6" water line to be constructed of Class PVC Class 200 DR -14,
AWWA C909. I have attached the CoCS detail for open cut seal coat, please modify your
profile detail accordingly.
9. Please submit easement dedication application for any proposed utility easements.
10. While going thru the easement dedication process, please dedicate an easement for the
portion of the 6" sanitary sewer line that exists on this property.

PLANNING
1. Provide a general note that all roof and ground- mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right -of -way or
residential district within 150' of the subject lot, measured from a point five feet above
grade. Such screening shall be coordinated with the building architecture and scale to
maintain a unified appearance.
2. (FYI) It appears that the proposed building is on top of the building setback line, please be
aware of Section 7.1.d.3.i Architectural features may extend up to 18- inches into a required
J building setback.
Per site plan check list: Please note whether or not the subject property lies within the 100 -
year flood plain per FEMA/FIRM map.

nearest hydrant is the one that is being shown on Texas Avenue, this hydrant is not within

that with 18 -foot parking spaces, there is a two -foot over hang on both sides of the interior
strip that cannot be included as part of the interior island requirement.
8. Please provide a dumpster pad detail and what type of fence is being proposed to screen
the dumpster.
9. Please be aware that all signs are permitted separately.
(N.R.A.) NON - RESIDENTIAL ARCHITECTURAL
10. Please provide a table noting materials and percentages. The materials are being shown on
the elevation drawing, however, we need to know the percentages of all materials on each
elevation.
11. We are in receipt of the colored photo, however, we will need a colored photo of all facades
including color samples.
12. It appears that the building facing Texas Avenue only has one (1) design element but it is
required to have a minimum of two (2) design elements per the UDO, Section 7.9 Non -
Residential Architectural Standards, C. Building Mass and Design. In addition, all other
facades visible from a right -of -way also need to have two (2) design elements such as
required for the front or main building facades.
13. The elevation shows an aluminum store front system. Is this aluminum framing with a type
of glass? If it is please, identify the percentage of glass and type.

adequately screen the parking adjacent to the Park Place right -of -way. Additional screening
shrubs will be required for the end island located at the end of the single parking row
adjacent to the front of the building to also adequately screen the parking adjacent to the
Park Place right -of -way.

5. Developer provides load data for project.

DRAINAGE
1. Please comply with the following, Storm Water Discharges from Small Construction
Activities:
The Texas Commission on Environmental Quality has issued a general permit
for construction activities under the Texas Pollution Discharge Elimination
System. The general permit (TXR150000) is for construction activities disturbing
at least 1 but less than 5 acres or is part of a common plan of development
disturbing at least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from your
construction site to the City of College Station's Municipal Separate Storm Water
Sewer System (MS4):
1. Read the general permit (TXR150000) to make sure it applies to your
situation.
2. Adhere to the requirements of the general permit ( TXR150000 ).
3. Prepare and implement a Storm Water Pollution Prevention Plan in
accordance with Part III of the general permit (TXR150000)
4. Sign and post a construction site notice
5. At least 2 days before beginning construction, provide a copy of the site
notice to the operator of any Municipal Separate Storm Water Sewer System
(MS4) into which storm water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is
publicly owned, designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to
discharge storm water.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the Citv. will constitute a comoleteiv new review.
No notice of intent (NOI), notice of termination (NOT), or fee is required under
this option --as long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2008.

2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.

5. Label service water line material type.
6. Backflow preventer is required for irrigation meters.
7. Illustrate fire lane.
8. Depict fire hydrant which is to serve this property. The fire hydrant must be within 300ft
of the building and the building must be covered by a 150ft arc measured from the 304ft.
