Water / Wastewater Master Plan Update

Agenda Caption: Public hearing, presentation, discussion and possible action to consider
a Comprehensive Plan Amendment to incorporate a Water and Wastewater (W /WW) Master
Plan Update into Section 6 of the College Station Comprehensive Plan.
Recommendation (s): -ihe Planning & Zoning Commission voted 4 -0 to recommend
approval, and Staff recommends approval of the Comprehensive Plan Amendment as
presented.
Summary: In collaboration with College Station Utilities, the Wat and Wastewater Master
Plan Update is an update to Section 6 of the Comprehensive Plan. The water and
wastewater master plan maps function similarly to the thoroughfare plan with regard to
implementation through private development as it occurs with the opportunity for oversize
participation to be requested by the developer. The plans address future utility needs within
the City and the City's utility CCNs, areas where the City has the Certificate of Convenience
and Need to provide a given utility. The respective plan maps are the result of various
engineering studies performed for the City over the last 10 years. The utility line sizes are
based on existing development trends and the comprehensive land use plan. Property
owners requesting land use plan amendments and /or zoning map amendments (rezonings)
will be required to assess the impact of the of the amendment with regard to the W /WW
Plans and_nrono chan as necessary
The Co r prehensive Plan was adopted in 1997. The Water and Wastewater System Pla
eapter has not been amended since. ,
Budget & Financial Summary: Oversize participation commitments as requested through
new development.
