SUBJECT: KM CUSTOM HOMES (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
One (1) revised site plans
One (1) landscaping plan
One (1) grading and erosion control plan
Easement Dedication Sheet and required documents (please allow 4 weeks to
process).
Please note that the Easement Dedication Sheet and the necessary documents are required
prior to the issuance of a building permit. If there are comments that you are not addressing
with the revised site plan, please attach a letter explaining the details. If you have any
questions or need additional information, please call me at 979.764.3570.

This submittal is incomplete for lack of the following submittal requirements:
• One (1) copy of building elevations
• A list of building materials for all facades and screening for non - residential buildings.
• Color samples for all non - residential buildings.
• Landscaping plans (This was indicated as Sheet C1.3, but was not included).
• Sheet C2.1 — Miscellaneous site details was not included.
The development of this use adjacent to the Oak Forest Mobile Home Park will require the
installation of a 10' bufferyard and a fence. Since a fence exists that would fulfill part of this
requirement, a note on the site plan to indicate that the office property owner will replace the
fence should it be removed, will suffice.
Please note that all roof and ground- mounted mechanical equipment shall be screened
from view or isolated so as not to be visible from any public right -of -way or residential
district within 150' of the subject lot, measured from a point five feet above grade. Such
screening shall be coordinated with the building architecture and scale to maintain a unified
appearance.

LAN DSCAPING /STREETSCAPING /BUFFER

review.
2. Please note that 100% coverage of groundcover, decorative paving, decorative rock, or a
perennial grass is required in parking lot islands, swales and drainage areas, the parking lot
setback, rights -of -way, and adjacent property disturbed during construction.

ENGINEERING
1. Verify if fire lane exists in parking lot.
2. Development Permit application will require a drainage report, grading plan, erosion control
plan, etc.

ELECTRICAL
1. Developer will install conduit per city specs and design.
2. Developer will intercept existing 4" pvc conduit at northeast corner of property and
extend to meter /service location.
3. City will furnish and install service wire.

next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

MISCELLANEOUS
1. Irrigation system must be protected by a Pressure Vacuum Breaker, a Reduced Pressure
Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City
Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.

next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. The next submittal
will be the third and final review by staff for this round of reviews. If all items have not
been addressed on the next submittal, another $200 processing fee will need to be
submitted for the subsequent set of three (3) reviews. Please address the comments
and submit the following information for further staff review:

PLANNING
1. The Site Plan Application is still deficient of the following:
• One (1) copy of building elevation for all buildings.
• A list of building materials for all facades and screening for non - residential buildings.
• Color samples for all non - residential buildings.
2. Lots 8A — 8E exist as a result of a Replat of Block D of the Ashford Square subdivision in
2001. A Common Area and PUE is hashed on the aforementioned plat and referenced on
your site plan submittal; however, a shared parking agreement is required to reduce the
number of off - street parking spaces required for this development on -site.
3. As indicated on the site plan, the minimum parking required for this use (office) is 1 per 250
sq. ft. Based on the size of the structure (2006 sq. ft), 8 parking spaces are required. You
have provided three spaces, which already exist on site. Each of the required spaces must
be provided on -site, or evidence of a shared parking agreement must be provided.
Alternatively, you may request a variance to the Zoning Board of Adjustments. This must be
resolved prior to site plan approval.
4. A Fire Lane is shown on the adjacent lot (813) as well as Lots 8D and 8E, you indicated upon
request that one does not exist. For the purpose of making these existing fire lanes
functional, a fire lane must be shown between the building and the parking.
5. A minimum of one (1) 1.25 -inch caliper non - canopy tree per 15 linear feet of landscaping
buffer. Thus a minimum of three of these required.
6. KM Custom Homes (05 -88): Sanitation is ok with this project.

Item: Discussion and possible action on a FINAL PLAT for ASHFORD
SQUARE BLK D LOT 8, consisting of 5 lots. (1- 500190)

Staff Recommendations: Staff recommends approval as submitted.
Item Summary: This item is a re -plat of the subject property in which the owner
is subdividing the tract into 5 individual lots. The property is current) zoned C -1.

easement extends to Southwest Parkway and the east -west easement extends

Access to Ashford drive is blocked by a 6 -ft. privacy fence.
Sufficient utilities are in the area for commercial development. An 8 -inch
waterline is in place along both Access Easements as is an 8 -inch sewer line.
The Developer must comply with the City Drainage .Policy. It may be that there is
sufficient storage capacity in the regional detention pond in the Krenek Tap
Mobile Home Park to the south.
Comprehensive Plan Considerations:
Land Use Plan: The LUP depicts this area as Retail Regional.
Thoroughfare Plan: The private accesses are private access easements. The
easements allow access to Southwest Parkway, which is a Minor Arterial.
