CAVENDER'S BOOT CITY (SDSP) — DESIGN DISTRICT REVIEW (PROJ)
Location: 2300 East Bypass (corner of Holleman and the southbound frontage road)
Applicant: George Warren
Item Summary: The applicant is planning to redevelop the old Wolfe Nursery site, expanding
the existing building and eventually adding on to create multiple lease spaces. The property is
also in the process of being replatted into two lots, which will be viewed as a building plot. The
proposed Cavender's site plan on Lot 2 -R Block One of the Sutton Place Subdivision may be
approved separately from future building additions on Lot 1 -R, which will have to return to the
DRB for consideration when they are ready for development.
Material samples will be available at the meeting.

PLANNING
1. On the site plan, please identify the owner(s) of lots 1 -R and 2 -R, Block One Sutton
Place Subdivision, and the zoning of Lot 1 -R and 3.
2. Please identify in the Legend the different types of fencing proposed that will screen
the mechanical area and dumpster.
3. Please identify all fire lanes necessary to provide adequate fire coverage.
4. Please take note: Signage will be permitted separately.
5. Please call out how tall the concrete block edging wall will be.
6. Provide a general note that all roof and ground- mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public right -
of -way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.
LANDSCAPING /STREETSCAPING /BUFFER
1. Provide a general note that 100% coverage of groundcover, decorative paving,
decorative rock, or a perennial grass is required in parking lot islands, swales and
drainage areas, the parking lot setback, rights -of -way, and adjacent property
disturbed during construction.
2. In the Plant List (Newly Planted), please identify the minimum individual cane size
as 1.25" for the crepe myrtles.
3. In General Note #8, please clarify that the system will be installed and approved
before C.O.
DESIGN DISTRICT BUILDING AND SIGN REVIEW
1. The freestanding sign proposed on the site plan will have to be reviewed by the
DRB before a building permit may be issued. Please provide sign details if the
intent is for it to be reviewed at this time.
2. Please provide material samples for signage and architectural details.

ENGINEERING
1. Site Plan can not be approved until the Replat has been filed.
2. There is a 20' PUE that is being required on the Replat, which will need to be shown
on the Site Plan.
3. Show water and sewer services to the building.
4. The fire lane hammerhead turnaround requires a minimum of 60 feet from the top of
the arm to the end of the lane. Current dimension measures only 50 feet.
5. Show pavement detail.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

A Concept Plan shall be required prior to any development of property zoned Planned
Development District (PDD). or Planned Mixed -Use District (P -MUD).
Zoning District: PDD
Approved Land Uses: Single family, public and private parks, and open space
Location: 32.138 acres north on Greens Prairie Road, west of proposed SH 40
Applicant: Greens Prairie Investors, Ltd.
Item Summary: The developer wishes to continue the development as it was originally
envisioned and implemented in the previous Sections 1-4 of the Castlegate Subdivision.
The Planned Development District is the only available district that provides for the
meritorious modifications of the regulations.
Allowable building heights are listed from 15 to 35 feet. Requested building setbacks are
requested as follows (UDO standards follow in parenthesis):
Front: 20' minimum, (25')
Side: 7.5' (7.5')
Side Street: 15' (15')
Rear: 20' for lots > 100' in depth (20')
15' for lots < 100' in depth (20')
Minimum lot dimensions for lots that are located adjacent to the floodplain or greenway
areas are proposed as follows:
Minimum Lot Area: 6000 SF (5000 SF)
Minimum Lot Width: 50' at front or rear setback line (50')
35' at street right -of -way
Minimum Lot Depth: 87.5' (100')

Street pavement width for residential streets are proposed as follows:
24' width for cul -de -sac streets (27')
27' width for other residential streets (27')
Parks and Recreation Board Recommendations: The Parks Board has previously
approved the Castlegate Master Plan for parkland dedication.
Greenways Program Manager Recommendations: The developer has also worked
with the Greenways Program Manager to finalize plans for dedicating a 5.3 -acre
greenway area in another portion of Castlegate.
Administrator Recommendations: The administrator recommends approval of the
plan as submitted.
Review Criteria:
1. The proposal will constitute an environment of sustained stability and will be in
harmony with the character of the surrounding area;
2. The proposal is in conformity with the policies, goals, and objectives of the
Comprehensive Plan, and any subsequently adopted Plans, and will be consistent
with the intent and purpose of this Section;
3. The proposal is compatible with existing or permitted uses on abutting sites and will
not adversely affect adjacent development;
4. Every dwelling unit need not front on a public street but shall have access to a public
street directly or via a court, walkway, public area, or area owned by a homeowners
association;
5. The development includes provision of adequate public improvements, including, but
not limited to, parks, schools, and other public facilities;
6. The development will not be detrimental to the public health, safety, welfare, or
materially injurious to properties or improvements in the vicinity; and
7. The development will not adversely affect the safety and convenience of vehicular,
bicycle, or pedestrian circulation in the vicinity, including traffic reasonably expected
to be generated by the proposed use and other uses reasonably anticipated in the
area considering existing zoning and land uses in the area.
Minimum Requirements: Unless otherwise indicated in the approved Concept Plan, the
minimum requirements for this development shall be those stated in the Unified
Development Ordinance for R -1 Single Family Residential

7. Public hearing, discussion and possible action on a Rezoning for Castlegate Section 5 from A -O
Agricultural Open to PDD Planned Development District consisting of 32.138 acres of the
Robert Stevenson Survey A -54, generally located north of Greens Prairie Road, west of
proposed State Highway 40. (03 -177)
Staff Planner Reeves explained that the PD District is the only available district that provides for the
meritorious modifications of the regulations that allow for the developer to continue the development
as it was originally envisioned and implemented in the previous Sections 1-4 of the Castlegate
Subdivision. Ms. Reeves stated that Staff recommends approval of the zone change with the
condition that the flood plain portion of the property be used for the H.O.A. and not developed. The
proposed single family housing is in compliance with the Land Use Plan which shows the subject
area as medium density single family residential with a corresponding density of 3 -6 dwelling units
per acre. In closing, Ms. Reeves stated that the proposed concept plan is going before the Design
Review Board (DRB) for approval of design standards.
Chairman Shafer opened the public hearing.
The Castlegate developer, Wallace Phillips, spoke in favor of the rezoning.
Chairman Shafer closed the public hearing.
Commissioner Trapani motioned to approve the rezoning with Staff Comments as stated.
Commissioner Williams seconded the motion. The motion carried 7 -0.
