This is what I saw: • Not all curbing is installed. • Landscaping is not completed. • Need to seed /sod islands. • Site not clear of construction debris. • Development/construction /finance signs need to be removed. • Adjacent lot needs to be cleaned. • Awning supports non - existent. • Awning tiling not complete. • Old sign pole at the corner needs to be removed. • Area for electric service was supposed to be improved. • No dumpster screening. • 8.5 -ft. sidewalks across front not that wide. • No simulated windows on back as required by DRB. • HVAC not placed according to site plan. DRB comment was to screen with masonry wall. They screened old units but not the new. le entry area was bricked, which was not according to DRB approved elevations. • Doors not painted as shown to DRB. • Window on side as shown to DRB not there. • North elevation not painted( ?) as shown to DRB. • There are two doors instead of one on the north elevation. • I'm still checking on the signage. I'm not comfortable with a conditional CO with so much not built according to what the DRB approved. I will call Mr. Warren, but I think he's going to want to talk to someone "in charge ". file ://C :\Documents%20and%2OSettings\mhitchcock\Loca1%20SettingS\Tefl\GW} 00001... 9/14/2004 MEMORANDUM TO: Design Review Board Members FROM: Kim Foutz, Director of Economic Development - DATE: November 12, 2003 RE: Cavender's Design Submittal The Economic Development staff is writing this letter to urge the DRB to give special consideration to the north and west facades of the Cavender's project. This development is a gateway to the district and will set the tone for future development in the area. As the DRB may be aware, the City's Strategic Plan includes promotion of the WPC Entertainment District (see attached strategies). The Department of Economic Development would like to make the DRB aware of current development activities proposed in the District as a result of this plan. We believe these possible developments and city established goals are relevant to the Cavender's submittal. Staff has recently begun discussions with Paul Clarke, with Clarke & Wyndham to jointly develop a commercial development along the southside of Holleman Drive adjacent to the proposed Cavender's development. Under this proposal, the City would be responsible for constructing a substantial water feature /venue(s) and Mr. Clarke and/or his investors would be responsible for developing and orienting a retail commercial development around the water feature. Also being discussed is a smaller water feature along Highway 6 to visually attract people to the district. The second project is an economic development prospect which plans to develop a commercial recreational facility on the City -owned tract in WPC. This is a destination - oriented development which should also attract people to the District. These significant developments could represent the anchors needed to attract new, high quality restaurant and entertainment development to the district. As such, the front tract which is the entryway to the district is extremely important to accomplishing this goal. It will set the tone for all further development. With this in mind, please consider how the Cavender's project could be improved to reflect the proposed character of the district and establish a gateway which will facilitate future development.
