B Bryan, TX 77802 December 17, 2003 City of College Station Mr. Carl Warren Re: Southwest Business Center Lots 5 & 6 Dear Mr. Warren, I am appreciative of your time on Thursday, December 11, 2003 to discuss parking requirements. Jeff and I (owners) ran a market analysis in the predevelopment stage, prior to building design, to attempt, (as was reasonably possible) to determine the mix of possible tenants. We solicit tenants (sometimes many!) but, as is normal, secure usually a small percentage. We have to be opened minded and do our best to satisfy all needs and requirements and as we lease up our mix may change between demands for office, warehouse and retail. The bases of our conversation last Thursday was to devise a master plan that would track our provided parking spaces for the entire project (Buildings A & B) in relation to the spaces used as we secure new tenants and submit their finish out drawings, for permitting. You will find attached an 8 '/2 x 11 Parking Analysis and sheet of the drawings, which shows the leases to date much as we discussed. This format will keep the parking issue resolved. If we sometime in the future appear to run tight on parking requirements we will use space on Lots 7 & 8 (i.e., delete a portion or all of the rear building on these lots, purchase parking land at the rear of Jamison's vacant land to the north of our Lot #5). Realizing the need to tract parking furnished with tenant requirements as leases are secured has prompted the need for this sheet of plans and parking analysis sheet. The warehouse portion would be calculated at 1 -1000 and the office portion of the warehouse would be calculated at 1 -250. The city would not require a shopping center parking requirement for the office /warehouse. However, I did tell Jim that in the front portion that the two of you are saying is going to be developed as strictly offices, that you are restricting yourselves to office or a single physician use. If you ever intend to have retail uses in this center you will be required to meet the parking requirement for a shopping center under 75,000 square feet, which is 1- 150. Sorry for the inconvenience but I think we have a staff poor interpretation issue again. The Facts: Jim and I are developing a 2.5 acre parcel along Wellborn Road under the name of James H. Woods /Southwood West. The plan encompasses two buildings, each of approximately 18,000 square feet. The intent is to develop a front building paralleling Wellborn Road as a mixed use office /quasi retail facility of approximately 18,000 square feet and the back building, which will also parallel Wellborn road, but not be largely visible from Wellborn Road. A drive will separate the two buildings, with parking on the rear of the front building and the front of the rear building. (I have attached a rendering of the front building and the site plan for your review) The issue is parking. We are being told that the front building will be classified as retail. The present mix of tenants in the front building committed is: Physical Therapy office, Offices for the County Constables, a meat market (with a drive -thru) and a dry cleaners drop off point (1,200 square feet with a drive - thru). We have anticipated a 1/150' square feet for the retail as is outlined in your codes and 1/250'. Now we are being told we because of staff classifying this as retail, the parking requirements have significantly increased, thereby jeopardizing the viability of the project. As the project is laid out, it will accommodate the combination of both retail and office, which of course is allowed under the C -1 zoning. Further, staff has indicated that they will designate the back building as a retail facility, which it is not nor is it anticipated that it will be. Three tenants that are very close to signing leases are: a car detail shop, cabinet construction /showroom tenant (10,000 sf) and a print shop (10,000 sf). If we utilize what staff has proposed, we may be able to accommodate an 18,000 square foot project on 2.5 acres with a sea of parking. This is not economically feasible and we feel that the plans we took to the city were in compliance with zoning guidelines. To summarize, parking is the issue. The site will be a mixture of office /retail and the back building will be office /warehouse. Market forces will not allow the back building to be anything but office /warehouse and the front building will never be 100% retail. We anticipate 25 -30% retail and the remainder office. With Jennifer Reeves - Re: Southwood West/Jim Woods Page 2 the staff arbitrarily assigning a "retail" designation to the development, it renders the present layout unusable. Our differences lie in the blanket assignment of retail. As expected, we have deadlines to meet and the dollars continue to stream out the window until this is resolved. Can you look into this?
