Staff reviewed the above - mentioned engineering documents as requested. The
following page is a list of staff review comments detailing items that need to be
addressed. Please address the comments and submit the following information
for further staff review and approval of the plans:

ENGINEERING REVIEW
COMMENTS No. 1
1. The waterline plan and profile does not match the Site Plan for Lots 7 and 8.
There is a conflict with the fire hydrant location and the recently submitted
Site Plan for the adjacent lots. The tap at Sta 7.42 is not shown on the Site
Plan either.
2. An easement is required for the waterline.
3. A minimum 42" bury is required. The waterline depth does not meet this
minimum beginning at Station 275.
4. The profile shows the water line reducing from an 8 -inch to a 6 -inch. Show
how.
5. Call out fire hydrant type or provide detail.
6. Use C -900 PVC instead of ductile iron.
7. A 15' to 20' lead is preferred for the meter bank. Additional easement may be
required if meters don't fit in existing easement.

PLANNING
1. An interior island's is required for every 15 parking spaces. The parking lot that is
located in portion of lot 4 will need four interior islands.
2. The row of 15 parking spaces that are located adjacent to the Jamison car wash
cannot overhang the property line. These spaces will be required to be backed
up by two feet. By backing these spaces up by two feet, this will take the drive
isle down to 21 feet. The required drive isle for 90 degree parking is 23 feet. The
parking lot on portion of lot 4 may need to be pushed back toward the back
property line for this layout to work.
3. The parallel parking spaces will need a 180 square foot end island located at
both ends of the parking row.
4. A shopping center less than 75,000 square feet parking requirement is required.
Parking legend should reflect as follows:
• Parking Required total square footage 32,425 divided by 150 = 217
Currently the site plan is only reflecting 176. This does not meet the parking
requirements.
Please be aware that office and warehouse cannot be separated out. Staff is
willing to work with the developer on Building Permits and CO's. From this day
forward this site is being considered at a shopping center parking ratio (total
square footage is divided by 150). To date there is currently 15,209 square feet
occupied which requires 102 parking spaces. This leaves 16 parking spaces
available. This leaves 2000 square feet that would be allowed a building permit
at this time. Essentially 118 parking spaces will support 17,609 square feet to be
occupied.
5. FYI: A buffer is not required between commercial and commercial.
6. FYI: The landscape legend for symbols reflects Crepe Myrtle, however there are
no Crepe Myrtles being proposed.
7. An irrigation plan has not been turned in for any of this phase. We will need this
As Soon As Possible. The irrigation plan should have been approved prior to
any CO's for this site. Future CO's will not be approved until this has been
submitted and approved.
8. Please be aware of any parking lot lighting that may go in. See Section 7.10 of
the (UDO) Unified Development Ordinance.

Staff reviewed the above - mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:
Six (6) complete sets of construction documents for the proposed
development with the revised site and landscaping plans attached
(please submit additional copies to be stamped for your records).
Two (2) revised site plans; and
One (1) landscaping plan.

PLANNING
I 1. As noted in the previous comments, gates will be required in front of the
dumpsters to screen them from the ROW.
J2. Extend the access easement the entire length of the south property line.
J3. A note is required on the site plan stating that no more than two
retail /restaurant uses in "Building A" will be allowed unless the site will be
made to conform to shopping center parking requirements. (This includes and
not limited to: restaurant, bars, dry cleaning etc.) Retail /restaurant uses will
not be allowed in "Building B ".
\ Please provide the fire lane pavement detail. Concrete pavement will be 6"
thick, # 4 bars at 18" OCEW.

ENGINEERING
1. Size of the existing sewer line is 6 inches.
2. The water demands that you provided will require only a 1 -inch meter for
Building A and a 3 /4 -inch meter for Building B.
3. Impact Fees are due at time of building permit.
4. As part of the Development Permit you will need additional erosion control
measures associated with the detention pond outfall structures.

.J1. Please submit topography and spot elevations on the site plan or include the
Grading Plan as part of the Site Plan set.
" ..-- . Label all easements as existing or proposed.
J3. The proposed water meters must be located in a PUE. Move inside the 20 -ft.
College Station Utility Easement or provide additional easement.
J4. The proposed transformer and all of the primary electrical lines are required to be
located in a 20 -ft. Public Utility Easement. These will either need to be by separate
instrument or shown on the plat. Please be aware that we will need all necessary
easements prior to C.O.
5. The dumpsters will need to be screened from the R.O.W. with gates. Please be
aware if you are installing bollards that a 12 -ft. minimum opening is required for the
1 6. front -end loading sanitation trucks.
A shared access easement will be required down both drive aisles up to the future
access points between the subject property and lots 4 & 7 of block 2. (This is not for
access only, but for fire lane requirements as well).
' ..__7. The proposed curbing detail will not be permitted. Please refer to the City of College
Station Zoning Ordinance NO.1638, Section 9, Curbing Option: Exhibit A.Figure 2.
(Three concrete curbing options to choose from).
18. The proposed fire hydrant will need to be relocated to the front. The hydrant can be
located in either end island on the front parking row that faces Wellborn Rd. (per Fire
Marshall's Office).
1 —9. Please provide pavement details.
10. Signs are permitted separately. Please refer to preliminary plat notes for shared
signage information for the Edelweiss Business Center.
LANDSCAPE /STEETSCAPE /BUFFER
12. The required five foot planted buffer will need to be located between subject property
and lot 7, block 2 as well.
/13. A solid EFIS, masonry or concrete wall with a minimum height of 6 feet and
maximum height of 8 -feet will need to be placed on the property line between the
subject property and the single family residential.
14. The buffer requires canopy trees. Bradford Pear's are not an acceptable canopy
tree. Please replace with an acceptable canopy tree off of the College Station Tree
List. This also applies to the Bradford Pears that you are proposing for the required
landscape /streetscape points. Bradford Pears are considered non - canopy.

them as different. The developed area should be 110,293 SF. Please adjust

Show additional streetscape points required with the frontage minus driveway and
site triangles, as follows: frontage divided by 50 x 300 = additional points. i 1 Streetscape trees can be counted toward the total landscape point requirement.

. All end parking spaces on both front rows of parking will need to be screened with
screening shrubs, as well as the end parking space of the southwest corner of
building B.

ENGINEERING
1. Verify that the front drive aisle aligns with the Car Wash drive aisle. Our documents
show that they are offset by 10 feet.
2. Provide water and sewer demands.
3. Provide construction documents and engineers cost estimate for public
infrastructure.
4. Provide instruments for the PUE that will be dedicated.
5. Why do you show so many 4 -inch sewer service taps? Please provide
documentation that these are necessary.
6. Provide additional grading along the side property lines and pavement extents.
Show grade break between adjacent properties.
7. The note providing drainage from car wash to be directed toward ditch along
Wellborn Road is not acceptable.
8. In detail of 2' concrete pilot channel, show tie in with the ground.
9. Discharge from Detention Pond #2 cannot be directed toward the residential

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
