Please keep in mind that staffs responsibility is to provide the Planning & Zoning Commission with all pertinent facts of a development case, but that staff is not acting as an advocate for the applicants. Therefore, it is in the applicant's best interest to send a representative to the Planning & Zoning Commission meeting to speak on behalf of the proposal. This item is scheduled for the Thursday, June 5, 2003 Planning & Zoning Commission Meeting. This meeting will begin at 7:00 P.M. in City Hall Council Chambers. If any Commissioner desires to discuss an item on the Consent Agenda it will be moved to the Regular Agenda for further consideration. 4. MEMORANDUM May 27, 2003 TO: Planning and Zoning Commission FROM: Spencer Thompson Email: sthompson @ci.college - station.tx.us SUBJECT: PRELIMINARY PLAT for EDELWEISS GARTENS (PP) Item: Consideration, discussion, and possible action on a Preliminary Plat for Edelweiss Gartens (PP) consisting of 346 lots on 86 acres located at 3850 Victoria Avenue. Applicant: Steve Arden Staff Recommendations: Staff recommends approval of the Preliminary Plat. Item Summary: This item is for the consideration of a Preliminary Plat for Edelweiss Gartens Phases I - VI. Phases I through IV have been platted. This item amends Phases V and VI. Lots in Block 7 and 8 are relatively unchanged. The remainder of the plat is zoned R -3, Townhomes. The lot configuration meets minimum R -3 standards (20'x100'), however townhomes must be constructed in groups of 3 to 12 buildings. R -1 standards are allowed in R -3 and R -2 standards are allowed with a Conditional Use Permit. Comprehensive Plan Considerations: Land Use Plan: Single- family, medium residential. Thoroughfare Plan: Victoria is a Major Collector, SH 40 is a Freeway /Expressway. Parkland Dedication: Parkland has been satisfied: development fee is still due. Budgetary & Financial Summary: OP may be requested for the construction of Victoria, sewer and /or water lines. Off -site Easements: An easement for the sewer extension to the subject property crossing Victoria is required. Other infrastructure, according to the plat, will need off - site easements, as well. STAFF REPORT Project Manager: Carol Cotter Date: May 27, 2003 Email: ccotter @cstx.gov Item: Consideration, discussion and possible action on a Final Plat for Lots 7 and 8, Block 2 of the Edelweiss Business Center (FP) located on Wellborn Road (FM 2154) south of Rock Prairie Road and north of Mortier Drive. (03- 00500115) Applicant: James H Woods, agent for Southwood West Staff Recommendations: Staff recommends approval of the final plat as submitted. Item Summary: This item is for the consideration of the Final Plat for Edelweiss Business Center Lots 7 and 8, Block 2 of the Preliminary Plat approved by the Commission in 1997. The property fronts on Wellborn Road (FM 2154) which is designated a major arterial on the City's Thoroughfare Plan. Lots 7 and 8 are 1.217 acres and 1.206 acres, respectively. The property is zoned C -1, General Commercial, and is in compliance with the zoning ordinance and subdivision regulations. In accordance with the rezoning, a 25 -foot landscape buffer is shown along the back of Lots 7 and 8, the common boundary with Edelweiss Estates, a residential subdivision. The Final Plat is in compliance with the Land Use Plan, which shows the property as Retail Regional. An 85' private access easement is located along the front of the property. Access from Wellborn Road was limited to every other lot by the Preliminary Plat. Budgetary & Financial Summary: This property is located in Sanitary Sewer Impact Fee Area 92 -01. Impact Fees will be due at time of building permit. Current fees for this area are $232.04 per living unit equivalent (LUE).
