FYI - I have sent Nanette a Revised Final Plat file for Section 13 of Castlegate. We made a slight change concerning
drainage easements - per staff comments for Section 12, which affected this plat as well.

Dear Ms. George:
Attached are 8 revised copies of the construction documents marked "Issued for
Construction," 2 copies of the Final Plat, the mylar original of the Final Plat, and 3 copies
of the Engineer's Cost Estimate for the above - mentioned project. A digital copy of the
Final Plat will be emailed to Nanette Manhart. Revisions have been made per your
comments dated May 22, 2003, and our response to these, comments has also been
included. Please return any extra sets of the approved construction plans to our office.

Attached are 2 revised copies of the Final Plat and the mylar original of the Revised Final
Plat. A digital copy of the Revised Final Plat will be emailed to Nanette Manhart. A
revision has been made to the easement at the rear of Lots 12 & 13, Block 1. This
easement has been modified so that the proposed storm sewer for Section I I running
through this easement lies within a public drainage easement (rather than just a public
utility easement). No other changes have been made to this plat.

The Final Plat for Section 13 of the Castlegate Subdivision requires a minimum finish
floor elevation for each lot that is partially located in the 100 -year floodplain. The limits
of the floodplain (Special Flood Hazard areas inundated by the 100 -year storm) and the
Base Flood Elevation (BFE) lines shown on the plat are from the Flood Insurance Rate
Map (FIRM), Map No. 48041CO205D, revised February 9, 2000. This information is
based on the current effective model for the existing conditions.
The minimum finish floor elevations shown on the Final Plat for Block 1, Lots 2 thru 11
are at least 3 feet above the BFE for the current effective model for structures adjacent to
the South Fork of Spring Creek, as required by the City of College Station Drainage
Policy and Design Standards. This 3 feet requirement is typically used for undeveloped
areas where there has not been a detailed flood study performed for the developed
condition. However, the development of this area and its affect on the floodplain has
been evaluated by the Floodplain Analysis for the Castlegate Subdivision, which also
determined the floodplain and base flood elevations for this tributary of Spring Creek in
the area of the Castlegate Subdivision. The results of this study were similar to the
current effective model. The changes in the BFE in this area ranged from -0.9 feet to
+0.2 feet.
My recommendation is that the minimum finish floor elevations for Section 13, Block 1,
Lots 2 thru 9 be reduced by 2 feet from the elevations shown on the Final Plat so that the
minimwn finish floor elevation for each lot is at least 1 foot above the base flood
elevation. The minimum finish floor for Block 1, Lots 10 and l 1 may be reduced to '�p \N�
