Below are comments I just sent back to developers associated with Hampton Inn (hotel NE corner of 6
and 60). As previously mentioned, they are hoping for a CO soon - but these are significant comments to
overcome to built their proposed retaining wall along Carters Creek on the back side of the hotel. In short,
sheet piling would solve these concerns.
I wanted to keep y'all in the loop and would be happy to talk or meet further.

All,
The associated plans have been reviewed and three primary requirements have been identified.
As previously noted, the approved limit of fill defining maximum accepted horizontal location of the
proposed retaining wall should not exceed the limit of Lot 1 per the Floodplain Reclamation As -Built Plan
in accordance with the LOMR -F. The most recent submittal proposes the retaining wall extending
approximately 20 feet beyond this limit - of which approximately 10 feet would encroach into Carters
Creek Floodway per the mentioned As- Built. Encroachment into the Floodplain is prohibited without a
variance which requires a flood study depicting a zero-rise with another CLOMR and LOMR.
Similarly, the "Strata Grid" anchoring system proposed by Kristine Andrews depicts a minimum of 10 foot
grid which would require the removal of a portion of the existing parking area which is not clarified. Notes
and depictions should be provided to clarify or another alternative provided to anchor the wall where the
10 feet cannot be achieved.
Lastly, provide limits of construction into the creek including trenching method, staging area for spoils,
restabilization, compaction, and revegetation proposed. It would appear the intent is to construct "from the
creek - side" which due to the reach of creek involved would require a Section 10 Corps permit.

I did locate the associated fill permit file and speak with Mark Smith and Spencer Thompson. The
approved Site Plan does not include "undeveloped" lot as the phase line indicates. However, a LOMR -F
was approved through the City and FEMA for both lots. This FEMA approved limit of fill is the maximum
acceptable horizontal location of the proposed retaining wall. This location appears in keeping with MDG's
original submittal.
In short, no additional drainage analysis is required to place a retaining on both lots at the approved
location. However, the additional encroachment into Carters Creek's floodway will require a floodstudy
demonstrating no negative impacts and an associated LOMR as well as a variance to the Zoning Board of
Adjustments.
As a final minor note, it would be advisable to consider a hand rail for the length of the retaining wall due
to the inherent safety issues related to a 20 foot wall immediately adjacent to a parkinglot.

A meeting was held 8tthe City Of College Station Offices bJ discuss the requirements fD[theSite
plan aubnn|tba| along Carters Creek on the east side of the newly constructed Hampton Inn
property located just south of University Drive 0Othe east side of Earl Rudder Freeway. The
following items were discussed:
Mr. Gibbs explained this is not a City project but it is adjacent to a major drainage way.
Impact to the base flood elevation must be considered from the City's point of view and
his especially as the City's Floodplain Administrator. In addition, the City will issue the
Certificate of Occupancy (CO) to the hotel, The issuance of the CO is contingent upon
the construction of a slope retaining system and the City must have record of the
proposed system due to the potential impact any failure could have on the drainage way.
He said the City will not perform a review of the system's structural integrity. He is
relying and expecting the professional engineers of record to ensure the integrity of the

flood plain. There were some questions raised about the determination of the exact
location of the 100-yearfloodp}ain and floodway. It appears the flow line of Carters
Creek has moved since the original survey. This may impact the location of the
OoodvvaYaDd 100 yearDoodp|ain. He said he would investigate previous flood studies
and LOK8R for the project to see if options are available.
* M[ |srnGU. the property ovvner, discussed the importance of the time constraints onthe
construction. He would like 0o get the CO by the end of January 2OU5. He said h*had
invested large amounts of money and needed to open the hotel as soon as possible to
generate revenue and create a return DD his investment.
* K4r. Gibbs said he understood his need to open the hotel and said he will work Vvith hi
as much as possible. He then described what plans needed to be submitted for review.
This includes a dimensional plan, grading plan, details, and cross-sections. The cross
sections should be in locations where design deviates from a typical section.
Specifically, he would want to see how the design of slope retaining system adjusts
to locations where the parking area or garbage pick up is in close proximity.

From Mr. Gibbs' perspective, he considered the site to be 2 separate areas. The first
area is where development has occurred (hotel site & parking) and the second area is
the undeveloped area to the north (possible restaurant pad). He said he wants to be
more flexible in area 1 since the development has already occurred. He may not be able
to as flexible with the 2' area. It was pointed out that a slope retaining system was
shown on the original submittal to the City. Mr. Gibbs advised that he would consult with
his supervisors and get back to us on the location of the retaining wall for both areas of
property.
• Mr. Rick Conlin, at the direction of the owner's representative, said that he would
proceed with scheduling additional geotechnical borings on the top of the embankment
at the prop" along Carters Creek in order to help determine the location of the bearing
strata for a retaining wall. The borings will be for both area 1 & 2.

Mr. Ismail,
I understand you have been in contact with Joey Dunn here at the City of College Station regarding the
subject project. I met with Art Hughes of Madison Construction on November 22nd on the topic of the
retaining wall and two of the following emails below were sent. The remaining emails are
correspondences on the same topic dating back several months.
In short, the latest plans provided for redesigning the wall were from two engineers which were not
coordinated and which require additional information - as noted below.
Additionally, last week I was contacted by a third engineer, John Rusk of Goodwin - Lasiter, to complete the
design as I understand it. He and I have a meeting scheduled for 1:00 pm Monday, December 20th at
City Hall in the Planning & Development Services Office. You are welcome to join this meeting or contact
me by phone or email. I look forward to helping you resolve this in a timely manner.

Art,
wanted to provide you atleast a brief response to this email and how I understand we left the recent
meeting.
1. Provide a proposed location of the retaining wall in plan view in relation to the property line, floodplain,
and floodway line. Sealed by an engineer.
2. Provide an associated Grading Plan depicting existing and proposed contours and spot elevations
including top and toe of wall, fill, and tying back into existing contours. Sealed by an engineer.
3. Provide the specific details on the construction of the retaining wall (ie - shoring, pavement removal,
anchoring dimension, height in conjuction with Grading Plan, etc.). Sealed by an engineer.
4. With regard to the location of the retaining on the undeveloped acerage to the north, additional
discussions may be necessary to establish the retaining wall location and limits of fill. The associated
LOMR -fill may shed light on this discussion - I will look for that document on my end.
I'll be happy to discuss these issues further.

1. The Stratagrid 500 (or 600) will not compromise the integrity of the wall if it is "notched" in those area
where we do not have the 10' distance behind the wall.
2. The 6" PVC drain line at the base of the wall would actually be placed just above the ground surface at
the front of the wall and would drain out through PVC line placed through the wall to relieve any hydrostatic
pressure behind the wall.
I told Kristine that you may want to call her and visit about any other questions or concerns that you may
have.
We really need to get started on this wall as soon as possible. We figure it will take 6 weeks to complete it
and the hotel is scheduled to open January 20. Please expedite this process as much as possible. We
were led to believe that this would be more of a cursory review as long as we submitted an engineered
wall system.
Let me know what you need me to do.

The concrete flumes and rip -rap that you see on site is only an interim
solution to minimize the erosion of the creek bank. We have interviewed
engineers for designing a stabilization system that will be submitted to the
city for review and will be constructed in June of this year. We will want
to open the hotel in late August or early September of this year. Our
stabilization system should be completed by that time.
Regarding the fire lane, we have not relocated the fire lane. It is in
according to approved plans. What we did was eliminate four (4) parking
spaces nearest the creek bank and move them to the north side of the
building. We plan to add these spaces back as soon as the bank
stabilization is complete.
I will be in contact as soon as the design is complete on the bank
stabilization.

• Art,
• The City Engineer and I recently visited the Hampton Inn construction
• site to evaluate the situation concerning the parking lot and creek
• bank. As noted on the Site Plan a retaining wall or structure was
• required due to the proximity of the fire lane and parking to the creek
• channel. The fire lane has been relocated, however, there is still
• cause for concern.
• The first main concern is that the creek channel side slope does not
• provide structural support for the surface and more importantly it does
• not provide support for traffic loads such as automobiles, fire trucks,
• garbage trucks, etc. The safety concern is for the public at large and
• for City personnel, as well.
• The second main concern is that the creek channel is not stable due to
• erosion along Carters Creek. A LOMR -F was issued on this lot in 2001.
• Since that time, some of the filled -in area has eroded away. That was
• only 3 years ago. The erosion due to the curvature of the creek at this
• location is only going to continue along the outside stream bank.
• The fire lane was not constructed according to the Site Plan. It
• apparently was constructed away from the creek bank instead of out over
• the creek bank as shown on the plan. This did not alleviate the need
• for the wall. In addition, the bit of erosion protection done on the
• creek as noted in our visit does not appear to address slope structural
• support and /or slope erosion along the entire length of the outside
• bank. You may remember in our telephone conversation I stated that an
• engineer would have to design and sign -off on anything that replaced
• what was shown on the approved plans. If an engineer designed what has
• been placed in the creek I am unaware of it at this time.
• As it appears at this time, City Staff will have to evaluate the
• situation when it comes time to issue a Certificate of Occupancy. I
• wanted to notify you ahead of time in case you had any questions or

We have finally received the designs we would like to use on the creek bank. I would like to schedule a
time to meet with you as soon as possible and go over these designs. We would like to start construction
on the retaining walls next week if possible.
Based on our previous conversations, you wanted to see what we are planning for the stabilization of the
creek bank at this location. We are planning on natural stone walls ranging in height from 12' to 18' based
on field conditions and useable land /cost considerations.

If you mean the Hampton Inn, yes the approach is just barely within our maximum approach angles.
However, they need to have the full 12 foot wide opening instead of the 10 foot that is shown.
