PHA (FP) - FinaqPla Staff received the final plat application for the Spring Meadows final plat. A complete review could not be performed due to an incomplete submittal. However, staff did perform a cursory review and the engineering comments are attached. Please submit the following information by an established deadline date to be scheduled for the next available Planning and Zoning Commission meeting. $100 application fee (The fee that was submitted was $300 for an amending plat. A final plat was submitted which is $400.); Variance request to the City's Subdivision Regulations with respect to the non - buildable lots within the 100 year floodplain and the application fee of $100. Development permit fee of $200. Thirteen folded copies of the plat. (The only copies of the plat that were submitted were attached to the construction documents and not legible.) Once the required information is received, staff will perform a complete review and return comments. PH.1 (FP) - 03- 00500120 ENGINEERING 1. You can not neglect the portion of property fronting Green's Prairie Road. 2. Please remove all building lines, except those for the zero -lot line area and those you wish to plat separately from City Ordinance. 3. Remove (TYP.) from PUE note on Lot 31 Block 3. The typical designation would make all the 15 -ft setback areas on Rock Spring Court PUE and drainage easements. 4. You cannot plat easements outside of plat boundary. 5. Change zero -lot line note to include Block information. 6. Add note that all common areas to be owned and maintained by homeowners association. 7. City data shows an easement in the middle of this tract: Vol. 2615 pg 160. Did your title report show this easement? Doesn't it need to be abandoned? 8. Remove Bob Mosley from certification. 9. You must request the variance to the subdivision regulations, as with the previous plat. 10. The plat copy included with the construction was hardly legible. Please make adjustments. 11. Engineering construction comments to be returned separately. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review and approval of the plans: Two (2) sets of revised construction documents. PH.1 (FP) - (03- 00500120) ENGINEERING REVIEW COMMENTS No. 1 Please see Subdivision Regulations pertaining to platting and required drawings. Streets and storm sewer drawing can be on one sheet. Separate sheets are required for sanitary sewer and public water drawings. Please resubmit accordingly. 1. Sanitary sewer in conflict with storm drain, 7 +25? 2. Sheet C15 shows a curved storm sewer. Curved storm sewers are not allowed per City Design Manual, however, they have been allowed when all curve data and material information has been provided to the City to ensure proper design and installation. 3. C17, remove storm sewer grate. The City will not accept the grate on the public sewer. No flow information has been received for this inlet and the City is not willing to accept surface flow from the area into the public storm sewer. 4. In addition to above comment, please review previous comments concerning this project. When fill is placed in the floodplain labeled AE that does not have a regulatory floodway, the applicant must demonstrate the effect of the fill in the floodplain. See code citation below. 5. Sheet C17, scale? 6. Headwall is to be at Sta. 6 +22.37? 7. Sheet C18, elevations not denoted on profile. Drawing scale? 8. C25, is it possible to locate hydrant on end of line rather than BOV? And use 22 -1/2 bend? 9. Extend MH S8. Laterals are too long. 10. C27, show all tees, sizes and branches. 11.8" 3 -way tee and 8" 90 deg bend? Sta.? 12. Why the air relief in the middle of the line. 13. Why 8" crossing the street to two double services? 14. When proposing bends in water line, please demonstrate that the proposed bend meets City requirements. 15. C28, check information at MH 10. Does not match what is shown. 16.C29, bend information on waterline missing. 17.C29, waterline should be reduced to 6" after hydrant. Reviewed by: Spencer Thompson Date: May 15, 2003 Chapter 13, Drainage Ordinance, Section 5., G., (4). When a regulatory floodway has not been designated, no new construction, substantial improvements, or other development, including fill, shall be permitted within zones designated AI -A30 and AE on the community's FIRM, unless it is demonstrated that the cumulative effect of the proposed development, when combined with all other existing and anticipated development, will not increase the water surface elevation of the base flood more than one foot at any point within the community. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans.
