HomeMy WebLinkAboutStaff Report STAFF REPORT Project Manager: Jennifer Flanery & Carol Cotter Date: January 22, 2003 Email: jflanery@ci.college- station.tx.us Item: Consideration, discussion, and possible action on a Preliminary Plat for the Fedora Subdivision located at 12925 Wellborn Road (02 -267) Applicant: Joe Gattis, Ash and Browne Engineering, agent for Herbert Fedora Staff Recommendations: Staff recommends approval of the preliminary plat as submitted. Item Summary: The applicant is platting the property in order to develop it as a restaurant. This property is located along Wellborn Road to the south of the abandoned North Graham Road right -of -way. This preliminary plat is in compliance with the Subdivision Regulations. Comprehensive Plan Considerations: The property is currently zoned C -1 General Commercial, which is in compliance with the Land Use Plan. Wellborn Road is classified as a major arterial in this area. To the north, east and south is property that is part of the Edelweiss Business Center. To the west is Wellborn Road. The applicant is proposing a shared private access drive with the Edelweiss Business Center property to the north. This driveway location was shown on the approved master plan for the Edelweiss Business Center. Item Background: The property was annexed into the City in 1995 under the A- O Agricultural -Open holding zone. At that time the property was used for the Fedora home. The house has since been removed and the property was rezoned to C -1 General Commercial in December of 2002. The property has never been platted. Properties further to the north have recently developed as part of the Edelweiss Business Center. A car wash opened very recently and is the closest developed property along Wellborn Road. Property further to the south of the subject property is developing as a mini storage. The properties directly adjacent to this lot are not yet developing. Budgetary & Financial Summary: Sewer Impact fees in the amount of $232.04 per living unit equivalent (LUE) will be required upon filing of the plat. Commission Action Options: The Commission has final authority over the preliminary plat. The options regarding the preliminary plat are: • Approval with specific conditions; • Approval as submitted; or • Denial. Supporting Materials: 1. Location Map 2. Application 3. Copy of Preliminary Plat INFRASTRUCTURE AND FACILITIES Water required for plat: Water service will be provided from an existing 36" water line along front of the property. There is also an existing fire hydrant at the northwest corner of the property. Water Service: Domestic water service and fire protection to be extended to all structures as needed. Sewer required for plat: Sewer extension will come off an existing sewer in Edelweiss Estates. However, an extension to the subject property must be made through adjoining property. Sewer Service: To be provided to all structures as required from public line. Street(s) required for plat: None are required. Streets /Access: Wellborn Road is classified as a major arterial in this area. Access to the property will be via a shared private access easement with the Edelweiss Business Center property to the north. The master plan for the Edelweiss Business center shows a shared drive in this location. This driveway will be in the location of the abandoned N. Graham Road right -of -way. Off -site Easements required for plat: Sanitary sewer easement needed through property to the east. Drainage: Development must comply with City Drainage Ordinance. Flood Plain: None Oversize request: None Impact Fees: Sewer Impact fees in the amount of $232.04 per living unit equivalent (LUE) will be required upon application for building permit.
