P &Z Meeting, January 16, 2003
Following this coversheet is a copy of the Staff Report that was prepared for the following
project. Please keep in mind that staff's responsibility is to provide the Planning & Zoning
Commission with all pertinent facts of a development case, but that staff is not acting as an
advocate for the applicants. Therefore, it is in the applicant's best interest to send a
representative to the Planning & Zoning Commission meeting to speak on behalf of the
proposal.
This item is scheduled for the Thursday, January 16, 2003 Planning & Zoning
Commission Meeting. This meeting will begin at 6:00 P.M. in City Hall Council
Chambers. I have included a copy of the agenda for this meeting. Please contact our

SUBJECT: Final Plat - Residential For A &M Church Of Christ (FP)
Item: Discussion and possible action on a Final Plat for A &M Church of Christ (FP),
consisting of 1 lot on 29 acres located at 2475 Earl Rudder Freeway (02 -262)
Applicant: Don Russell for A &M Church of Christ
Staff Recommendations: Staff recommends approval of the Final Plat as submitted.
Item Summary: This item is for the consideration of a Final Plat for 29 acres on Earl
Rudder Freeway, adjacent to Raintree Subdivision and the Northrop Grumman
property. The subject property is currently zoned R -1. The property has obtained a
Conditional Use Permit for the church. Access to the church will be from a main
entrance on the access road and a secondary access to Appomattox Drive. Many of
the property issues were considered during the CUP process. For instance,
agreements concerning access and the 30 -ft natural landscape preserve were reached
at that time. All utilities are in place for development.
Comprehensive Plan Considerations:
Land Use Plan: Shown as Mixed Use
Thoroughfare Plan: Earl Rudder is a Freeway /Expressway. Appomattox is no longer
on the plan.
Special Area Plans: The subject property was included in the East Bypass Plan. The
property was planned as Mixed Use.
Budgetary & Financial Summary: None
