(02 -238) Item Summary: The applicant is requesting a Conditional Use Permit (use only) to allow for the College Station Fire Department Fire Station No.5 to be located on 4.1 acres along Greens Prairie Road. The surrounding property is largely undeveloped. Property to the west was recently rezoned and platted for a single - family residential subdivision. Item Background: The property was brought into the City's ETJ in 1977. A portion of this property was annexed in 1983 and the remainder in 1995. The property is zoned A -0 Agricultural Open and is not yet platted. Comprehensive Plan Considerations: The Land Use Plan designates this area and the surrounding properties as single - family residential. This governmental use will provide a necessary public safety service to the area residences and services and is in compliance with the Comprehensive Plan. Staff Analysis: The Council may approve a conditional use subject to appropriate conditions and safeguards if it finds that: 1. "The proposed use meets all the minimum standards established in the ordinance for the type of use proposed." 2. "The proposed use meets the purpose and intent of the ordinance and is in harmony with the development policies and goals and objectives as embodied in the Comprehensive Plan for Development of the City." file: //1: \GROUP \DEVE_SER \CV SHT\ 2002 %20coversheets \December %2019,2002 \Fire... 12/12/2002 Page 2 of 2 3. "The proposed use will not be detrimental to the health, welfare, and safety of the surrounding neighborhood or its occupants, nor be substantially or permanently injurious to neighboring property." The Council may impose additional reasonable restrictions or conditions to carry out the spirit and intent of the ordinance and to mitigate adverse effects of the proposed use. Staff Recommendation: Staff believes the site is appropriate for the proposed use and therefore recommends approval of the Conditional Use Permit. Relationship to the Strategic Plan: This item is related to Vision Statement 1, Strategy 2C of the 2002 -3 Strategic Plan, Provide Effective Fire EMS Service. Related Board Actions: The Planning and Zoning Commission will consider this matter at their December 12, 2002 meeting. The recommendation of the Commission will be reported to the Council. Council Action Options: The Council has final authority on the question of Conditional Use Permits. The Council options are: 1. Approval; 2. Denial with specified reasons; 3. Table; or, 4.
