SUBJECT: Final Plat - Commercial for Graham Corner Plaza (FP)
Item: Discussion, consideration, and possible action on a Final Plat for Graham
Corner Plaza located off State Highway 6 and Graham Road. (02- 00500242)
Applicant: Kerr Surveying, agent for Ted Whitmer
Staff Recommendations: Staff recommends approval of the Final Plat with
Staff Comments No. 3.
Item Summary: This item is for the consideration of a Final Plat for the Graham
Corner Plaza. This property consists of 7 commercial lots and is located on the
corner of Sate Highway 6 and Graham Road across from Jack Winslow Body
Shop. The final plat is in conformance with the City's subdivision and zoning
regulations and the approved preliminary plat.
This property is adjacent to Lick Creek, the floodplain of which is considered
"Greenway ". This floodplain is not regulated by FEMA and was calculated from
the drainage report for the Graham Road rehabilitation project commissioned by
the City. The majority of the Greenway located on this property is being
dedicated to the City with the Final Plat.
Comprehensive Plan Considerations: The Land Use Plan shows this area to
be Regional Retail. The current zoning of the property as C -2 is in conformance
with Land Use Plan. The property has frontage on Highway 6, a Freeway and
Expressway on the Thoroughfare Plan, and on Graham Road which is
designated as a Major Collector. To comply with the Driveway Ordinance,
access will be limited to a shared access easement on Lot 4 and Lot 6 from
Graham Road and a shared access easement on Lot 2 and Lot 3 from the State
Highway 6 Frontage Road. Internal access easements are provided for access
to additional lots.
Commission Action Options: The Commission has final authority over the final
plat. The options regarding the final plat are:
• Approval with specified conditions;
• Approval as submitted; or
• Denial.

ENGINEERING
1. The note that was added to the final plat regarding detention should be
changed to the following: With the dedication of the Greenway to the City of
College Station, the lots shown hereon will not be required to detain storm
water, provided that all other requirements of the City's Drainage Policy and
Design Standards are met.
2. Adjust flood plain to reflect your report findings.

Staff reviewed the above - mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information by Monday, February 24, 10:00
a.m. to be placed on the next available Planning and Zoning Commission meeting
scheduled for March 6, 2003, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas
Avenue.
Two (2) copies of the revised final plat; and,
One (1) Mylar original with the appropriate signatures.

1. Revise final plat to reflect changes made during approval of preliminary plat.
2. Provide plan and profile for all proposed public infrastructure.
3. Extend sanitary sewer and PUE to Graham Road along boundary of Lots 2 and 4.
The sanitary sewer line is not shown on final plat, but will need to be reflected in the
plan and profile drawings.
4. Please change title in title block to include Lots 1 through 7.
5. Show minimum finished floor elevations on Lots 3 and 7.

COMMENTS No. 1
1. Fittings on 12 -inch water line are called out as 8 -inch. Please verify.
2. Minimum bury of water line is 42 inches. There are a few areas on the plan
and profile (STA 7 +80 to 9 +00 and STA 10 +75 to 12 +30) that do not have
minimum bury. Please revise.
3. Per TNRCC regulations (TNRCC §290.44.e.5), the water line shall be
encased when separation between water line and sanitary sewer manhole is
less than 9 feet horizontal.
4. For drop connection on manholes, provide detail or call out City of College
Station Manhole Detail 1 -D.
5. Manholes in the flood plain shall be constructed in accordance with TNRCC
§317.2 (c) 5 C.
6. Please show location of the flood plain.
