HomeMy WebLinkAboutStaff Report STAFF REPORT Project Manager: Carol Cotter Date: December 3, 2002 Email: ccotter @ci.college - station.tx.us Item: Discussion and possible action on a Preliminary Plat for the Graham Corner Plaza (PP) located on State Highway 6 and Graham Road (02- 00500243) Applicant: Kerr Surveying, agent for Ted Whitmer Staff Recommendations: Staff recommends approval of the Preliminary Plat with the condition that the attached Staff Review Comments are addressed. Item Summary: This item is for the consideration of a Preliminary Plat for the Graham Corner Plaza. This property is located on the corner of Sate Highway 6 and Graham Road across from Jack Winslow Body Shop. The property is currently zoned C -2 for Commercial - Industrial and is surrounded by areas of commercial, industrial, residential and agricultural open land. In preliminary meetings the developer has exhibited the desire to construct a commercial development which will include an athletic club on Lot 6 with plans for future expansion to Lot 7. No site plan has been approved to date. The property is fronted by Sate Highway 6 and Graham Road, which is a Major Collector on the City's Thoroughfare Plan. Concerning access, Staff requested that the Developer limit access to the property to a single access easement on both State Highway 6 and Graham Road. Location of a driveway within these easements ensures that the spacing requirements of the Driveway Ordinance are met. Internal access easements are provided for access to additional lots. This property is adjacent to Lick Creek, the floodplain of which is considered "Greenway ". This floodplain is not regulated by FEMA and was calculated from the drainage report for the Graham Road rehabilitation project commissioned by the City. The majority of the Greenway located on this property is being dedicated to the City with the Final Plat. Comprehensive Plan Considerations: The Land Use Plan shows this area to be Regional Retail. The current zoning of the property as C -2 is in conformance with Land Use Plan. The property has frontage on Highway 6, a Freeway and Expressway on the Thoroughfare Plan, and on Graham Road which is designated as a Major Collector. To comply with the Driveway Ordinance, access will be limited to a shared access easement on Lot 4 and Lot 6 from Graham Road and a shared access easement on Lot 2 and Lot 3 from the State Highway 6 Frontage Road. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: • Approval with conditions; • Approval as submitted; • Denial; • Defer action only at applicant's request; or, • Table only at applicant's request. Staff Review Comments No.2 INFRASTRUCTURE AND FACILITIES Water required for plat: There is an existing 24" waterline along the SH6 property line, as shown on the plat and a 12" waterline along the north side of Graham Road. A public water main is required to be extended to all lots, from Graham Road, through Lots 6, 7, and 3, looping back to the 24 -inch along SH6. Water Service: Domestic water service and fire protection to be extended to all structures as needed. Sewer required for plat: There is an existing 18" sanitary sewer line along Lick Creek at the south end of the property. A public sewer line is required to be extended from this public line to all Tots as shown on Plat. Sewer Service: To be provided to all building plots as required from public line. Street(s) required for plat: No facilities are required. Streets /Access: To comply with the Driveway Ordinance, access will be limited to a shared access easement on Lot 4 and Lot 6 from Graham Road and a shared access easement on Lot 2 and Lot 3 from the State Highway 6 Frontage Road. Internal access easements are provided for assess to additional Tots. Off -site Easements required for plat: No off -site easements are required at this time. Drainage: Development on this property will be required to comply with the City's drainage ordinance. Flood Plain: This floodplain is not regulated by FEMA and was calculated from the "Lick Creek Floodplain Study" by the City. Minimum finished floor elevations have been established for lots along Lick Creek. Oversize request: None Impact Fees: None Parkland Dedication Fees: None STAFF REVIEW COMMENTS NO. 2 Project: GRAHAM CORNER PLAZA (PP) - 02- 00500243 ENGINEERING 1. On the Plat, show the floodway determined by the flood study to ensure that no development can occur within its boundaries. 2. Place proposed 12" waterline along Graham Road in the utility easement on the property not in the ROW. 3. Verify size of existing sanitary sewer line along Lick Creek. Our maps show 18 ". 4. The 12" water line through Lot 6 along Graham Road is not required. 5. As per the Subdivision Regulations 6 -C.1, the words "PRELIMINARY PLAT — NOT FOR RECORD" need to appear on the plat in letters 1 /2 inch high. Reviewed by: Carol Cotter Date: December 3, 2002
