HomeMy WebLinkAboutStaff Report STAFF REPORT Project Manager: Spencer Thompson Date: December 3, 2002 Email: sthompson @ci.college- station.tx.us Item: Discussion and possible action on a Final Plat for Oxburgh Drive Phase 1 (FP) located at the Crowley Tract on State Highway 6. (02- 00500244) Applicant: Wallace Phillips for Spring Creek CS Development, Ltd. Staff Recommendations: Staff recommends approval of the Final Plat with the condition that the attached Staff Review Comments #2 be addressed. Item Summary: This item is for the consideration of a Final Plat for Oxburgh Drive. This roadway is in association with future commercial and residential development on the Crowley Tract. The Developer wishes to plat and construct the street rather than wait for various rezonings and additional plats to proceed. Oxburgh will join the future Decatur Drive. Decatur will be constructed from the future SH 40 to adjoin the existing Decatur Drive in Shenandoah. Please remember this Final Plat is only for Oxburgh Drive, itself, and not for a developable parcel. Comprehensive Plan Considerations: Land Use Plan: The LUP shows residential development in the area. However, the properties fronting the highway are zoned commercial. West of the floodplain and north of Oxburgh is currently zoned residential, R -4. Thoroughfare Plan: This roadway is on the plan as a major collector. Parkland Dedication: N/A to this plat. Open Space Dedication: None Sidewalks: Sidewalks are required on both sides of the collector. Compliance with Master plan /Preliminary Plat The Developer has requested this street to be a minor collector and was shown as such on the Preliminary Plat. However, the Thoroughfare Plan shows a major collector. In addition, Ken Fogle, Transportation Planner, performed an analysis showing a major collector was warranted. Greenways: The roadway will cross the greenway/ floodplain. A CLOMR has been approved for this crossing. Bikeways: Oxburgh is not on the bike plan. Decatur is on the bike plan. Compliance w /Subdivision Regulations: This plat complies with applicable regulations. Zoned: AO Development activity in vicinity. Spring Creek Townhomes Rezoning, pending. Budgetary & Financial Summary: None at this time. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: • Approval as submitted or with Staff comments; • Denial; • Defer action only at applicant's request; or, Supporting Materials: 1. Location Map 2. Application 3. Infrastructure and Facilities 4. Copy of Final Plat 5. Staff Review Comments #2 INFRASTRUCTURE AND FACILITIES Water required for plat: 12" line along roadway. Water Service: For adjoining properties, from proposed 12" line. Sewer required for plat: None Sewer Service: For adjoining properties, service to be from existing Spring Creek line to surrounding development. Street required for plat: Oxburgh Streets /Access: To be addressed at Site Plan. Off -site Easements required for plat: None Drainage: Drainage is to the Spring Creek tributary and the existing detention pond. Flood Plain: The floodplain is shown on the plat. The larger area is the existing floodplain. The smaller area along the channel is the revised floodplain per the approved CLOMR. Impact Fees: The Spring Creek sewer line is an Impact Fee line, however no structure is planned for the subject property. Parkland Dedication Fees: N/A to this plat.
