Item: Discussion and possible action on a Master Preliminary Plat for the Century Hill
Development located at 1595 Sebesta Road and Earl Rudder Freeway (02- 00500246)
Applicant: Garrett Engineering
Staff Recommendations: Staff recommends approval of the Master Preliminary Plat
with the condition that the attached Staff Review Comments #2 be addressed.
Item Summary: This item is for the consideration of a Master Preliminary Plat for
Century Hill Development. The plat proposes 15 Tots. Lots 1 -8, 13 and 14 are currently
zoned C -1. This portion of the plat is labeled as Phase 1. The remaining lots are
currently zoned M -1 and labeled as Phase 2. The development proposes to construct 2
collector streets, one from Sebesta to Earl Rudder. Coreusier is shown on the
Thorough Plan to be extended to Emerald Parkway.
Comprehensive Plan Considerations:
Land Use Plan: The Plan shows this area as Mixed -Use.
Thoroughfare Plan: A thoroughfare is shown on the plan from Sebesta to Emerald
Pkwy. Pavilion and Coreusier will fulfill the proposed roadway requirements.
Special Area Plans: The subject property was included in the East Bypass Plan. The
properties were taken into consideration zoned as they are today. The land use plan
shows the area as Mixed -use.
Sidewalks: Sidewalks are required on both sides of the collector streets. Sidewalks will
be considered when the Tots along Sebesta develop.
Platted: The M -1 area was platted jointly with ARC/ AMS tract. The tract has since
been illegally subdivided. The C -1 area has not been previously platted.
Zoned: Lots 1 -8, 13 and 14: C -1. Lots 9 -12 and 15: M -1.
Commission Action Options: The Commission has final authority over the final plat.
The options regarding the final plat are:
• Approval with conditions;
• Approval as submitted;
• Denial;
• Defer action only at applicant's request; or,
• Table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water required for plat: Public water must be extended to all lots as shown on
plan.
Water Service: Domestic and fire flow water lines to be extended for platting
purposes.
Sewer required for plat: Public sewer is to be extended to all lots, as shown
on plan. Sewer to be extended to CSL tract.
Sewer Service: To be provided to all building plots as required from public line.
Street(s) required for plat: Pavilion and Coreusier, according to the phasing
shown.
Streets /Access: Determined by compliance with the Driveway Ordinance.
Off-site Easements required for plat: None known at this time.
Drainage: Must comply with the Drainage Ordinance. Detention is shown on
the plan.
Flood Plain: None
Impact Fees: None
Parkland Dedication Fees: None
