HomeMy WebLinkAboutStaff Comments STAFF REVIEW COMMENTS NO. 1 Project: REDTAIL RENTAL (SP) — 02 -256 PLANNING PLEASE NOTE: We will continue with the site plan review, but will be unable to stamp it approved until the replat of the property is filed. 1. Please include the name of the site plan (Redtail Equipment Rental) in the title block. 2. The off -site improvement for the proposed driveway on Longmire will be allowed since it is in an easement, but the limit of construction will have to be shown on the site plan. The entrance into the Signs Now property will have to be curbed until they develop. A temporary curb may be used. 3. Please include curb and pavement details with the site plan. 4. As the six bays at the rear of the building will be used for rental equipment and not for customer and employee parking, they may not count towards meeting the minimum parking requirement. Six spaces will need to be provided in front of the fences. 5. A chain link fence will not be an acceptable screening fence. Please provide a solid screen so equipment storage can not be seen from a right -of -way. 6. The buffer has to be installed by the first property to develop since the time of the ordinance. The entire planted buffer must be planned with this development if it intends to receive site plan approval before Signs Now. The buffer area may only be split between properties if the properties receive site plan approval at the same time, or if the land is put into a landscape buffer easement. Also, a 5 -ft. planted buffer is required along the property line shared with the mini - warehouses. The area devoted to buffers may be removed from the landscaping /streetscaping point calculations. 7. Please show fire lanes and sign or striping details. 8. Please provide knox box entry for the fenced area. PLEASE NOTE: Staff will re- review the whole landscaping plan with the next submittal. 9. On the landscape plan, please show the fence locations and the parking island that is proposed in the row of parking against the right -of -way. 10. Required landscaping must be dispersed throughout all visible areas of the site. A considerable amount of landscaping is shown in areas behind fences. 11. Buffer plantings should be shown on the landscape plan. 12. Please add a note to the landscaping plan that the gas meter will be screened from the right -of -way. 13. Please add a note to the landscaping plan that irrigation will be approved before C.O. 14. Please call out the minimum calipers of the non - canopy trees. Mylar of Final Plat was never submitted for filing. Last version of Final Plat did not show an access easement. 2. A complete driveway including curbs on both sides will need to be constructed. 3. Developer installs conduit per city specs and design. 2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs first 10'. City installs remainder. 3. Developer pours transformer pad(s) per city specs and design. 4. Developer installs pull boxes as per city specs and design.(pull boxes provided by the city. 5. Developer provides temporary blanket easement for construction purposes. 8. Developer provides easements for electric infrastructure as installed for electric lines. Irrigation system must be protected by either a Pressure Vacuum Breaker or Reduced Pressure Principle Back Flow Device and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. As discussed in the meeting with Signs Now on February 4, 2003, please shift the dumpster pad so it will blocked from public view by the building when the gates are open. Landscaping 2. The site layout shown on the landscaping plan is not the updated site layout. This will affect where some landscaping could or could not be placed. Please ensure the site layouts are the same with the next submittal. 3. Buffer planting requirements are a 5- gallon shrub for every 3 linear feet and a 2 -inch caliper canopy tree for every 25 linear feet. The buffer requirements for the northern property line will be a five -foot buffer yard, 120 shrubs, and 15 canopy trees. 4. The site plan states that the site is 1.257 acres. There are enough plantings to meet the total points required, but please use the stated size of the site in the point calculations. 5. Please state that non - canopy trees will be at least 1.25 inches in caliper. 6. All new plantings require irrigation, including those provided for the buffer. Verify that energy dissipation in not required for discharge from outlet structure.
