In your proposal, northbound Arrington Road would come to a stop at a three -way intersection with Arrington Road continuing on at ninety degrees to the left and a private driveway continuing on at ninety degrees to the right. While I understand the need to be creative on this site due to its many physical constraints, I am not in favor of a design where through traffic on Arrington Road would have to stop. This stop condition could be mitigated by using a roundabout at the intersection as opposed to a three -way stop. In addition to alleviating traffic concerns, the inclusion of a roundabout at this location could be designed as a gateway between the residential and retail areas. Furthermore, it may be possible to include a fourth leg to the intersection to improve circulation between Arrington Road and the pad sites along SH 6. Ellison, P.C. - Attorneys at Law 2501 Ashford Drive Suite 100 College Station, Texas 77840 -4698 Dear Mr. Ellison: Thank you for meeting with staff in regard to the proposed alignment of Arrington Road north of SH 40. Staff fully understands the difficulty of developing the proposed retail parcel site west of Arrington Road due to the proximity of the conservation easement to the proposed Arrington Road alignment. Furthermore, you have asked city staff to consider supporting a variance to the subdivision regulations to allow a smaller curve radius on the Arrington Road alignment. This letter is in response to that request. First, the horizontal curve radius standards that are included in the subdivision regulations are based on engineering practice and research to provide a reasonable level of safety. The requested variance is to allow a curve with a radius of 250 feet or less, where a 500 foot radius is standard. City staff views this as a significant difference and that this roadway design would not be safe on a major collector roadway such as Arrington Road. Second, the location of the substandard curve is in close proximity to Arrington Road's intersection with SH 40. The curve would present sight distance issues for drivers approaching SH 40 and would introduce a hazardous situation when combined with the high speed traffic along the freeway. In short, city staff is not in support of this variance. Third, the Cities of Bryan and College Station are weeks away from adopting new design standards for roadways. The new standards are more in line with A Policy on Geometric Design of Highways and Streets by AASHTO and in some cases, such as the case with curve radii on major collectors, are more stringent.
