Item: Discussion and possible action on a Master Preliminary Plat for the
Crowley Tract, consisting of 331 acres located at Greens Prairie Road and SH 6
South and (MPP) (02- 00500057)
Applicant: Wallace Phillips
Staff Recommendations: Staff recommends approval of the Master Preliminary
Plat.
Item Summary: This item is for the consideration of a Master Preliminary Plat
for the Crowley tract, located at Greens Prairie Road and SH 6 South. The
property contains the following zones: R1 -A, R -3, R -4, A -O and C -1. No phasing
of the project has been proposed or considered for this plat.
Comprehensive Plan Considerations:
Land Use Plan: The plat complies with the LUP. Institutional areas are shown
on the plan. These areas usually develop as the need arises and by way of
Conditional Use Permits.
Thoroughfare Plan: Decatur is shown on the plan as a Major Collector. The
proposed SH 40 is shown on the plan as a highway
Parkland Dedication: Dedication will be met with the 5.485 -acre park on
Helmsley Loop.
Open Space Dedication: Substantial open space is planned for this area.
Floodpalin will be preserved as well as Tract 2r, which was reserved for as a
Conservation Zone. Tracts 3E, 3B -1 and 1D are Open Space, as well.
Compliance with Master plan: This plat complies with the approved Master
Development Plan. One item that has changed is the location of Decatur at SH
40. The Developer is in negotiations with TxDOT as to the exact location. The
location shown is the proposed location. It is estimated that the final location will
not move significantly, if at all, from what is shown. The Commission will see a
final plat of the subject property only after TxDOT approves the final location of
the thoroughfare.
Compliance with rezoning conditions: All lots meet zoning requirements.
Greenways: Greenways shown but none dedicated to City.
Budgetary & Financial Summary: OP is requested for the construction of
Decatur and Oxburgh. Only Decatur is shown on the Thoroughfare Plan. The
Applicant is required to show that traffic generation from proposed development
does not require the class of street being constructed. OP is allowed on a
thoroughfare if the criteria as described in 9B of the Subdivision Regulations are
met.
Related Advisory Board Recommendations:
Parks Board accepted a 5 -acre park at the location shown.
Commission Action Options: The Commission has final authority over the
preliminary plat. The options regarding the plat are:
• Approval with conditions;
• Approval as submitted;
• Denial;
• Defer action only at applicant's request; or,
• Table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water required for plat: Public water main extension is required along
Oxburgh, Decatur Drive and Helmsley.
Water Service: Water services will be as properties develop.
Sewer required for plat: Sewer main extension requirements are as
shown on the plat.
Sewer Service: Sewer services will be as properties develop
Street(s) required for plat: Decatur, Helmsley and Oxburgh are
required for Final Plat.
Off -site Easements required for plat: None
Drainage: A regional detention pond has been constructed on Tract 1D
to serve this area.
Flood Plain: Floodplain, Zone AE, is shown on the plat. The floodplain
was mapped without a floodway. Development is required to show
impact on the floodplain.
Oversize request: See Budgetary and Financial Summary Section.
Impact Fees: The entire plat is in the 97 -01, Spring Creek, Sewer
Impact Fee Area. The fee is currently $349.55 per living unit equivalent.
Parkland Dedication Fees: Parkland dedication has been met with the
park as shown. Residential development will still be required to pay a
Park Development fee. Commercial development is excluded from
parkland requirements.
