Project: CROWLEY TRACT (MPP)- MASTER PRELIMINARY PLAT (02- 00500057)
PLANNING
1. Please realize that due to the level of detail on this Master Preliminary Plat is difficult
to foresee all future planning constraints. Additional comments may be made at the
time a Preliminary Plat is submitted for each section.
2. Helmsley Drive will need to be changed to Helmsley Loop as it meets the definition
of a Loop.

ENGINEERING
1. Please be aware that this area contains floodplain with no mapped floodway. No
construction or fill can take place in this type of floodplain without additional
engineering analysis to determine ultimate impact. If a CLOMR has been accepted
by FEMA, then the conditions of the CLOMR may be implemented and a LOMR
subsequently submitted. However, until a LOMR is approved, the floodplain is as
shown on the FIRM.
2. Please provide Drainage Easements as per Section 8 -1 of the Subdivision
Regulations where applicable. Sheet 4 appears to need an easement for the
drainage crossing Helmsley Drive down to the Floodplain.
3. The sewer line from the Froehling Tract was OP'd to a 12" line.
4. It appears that a sewer line extension may be needed to the Seaback Tract to
comply with the City's "to and through" policy on utilities. The City may request this
line to be upsized to a larger line, in which case OP will be provided.
5. Please show all proposed utility lines in "Proposed PUE" where not in ROW.
6. What criterion was utilized for the sizing of the utilities? Please provide calculations.
7. Please provide pipeline information as required in Section 6 -C.5.7 of the Subdivision
Regulations.
8. The waterline along Decatur is on the Comprehensive Plan. It is a 12" line in
Shenandoah. Please show a 12" line along Decatur in Crowley. You may request
OP on this line.
9. Easements may be needed along the northwest property line. Can a portion of the
gas line easement function as a PUE?
10.It appears that the Oxburgh Drive/ City of Bryan Utility Easement conflict is a
problem, as far as the City able to accept the ROW for the street and utilities
encumbered by the easement. The cleanest resolution is to realign the street.
Please contact me if this is not possible.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

11. Please plan on a PIP for the medians in Decatur and Oxburgh. A PIP must be
maintained by some legal entity. In addition, the Major Collector is on the Bikeways
Master Plan. Please plan on using the Bike Lane street section.
12.1 just received a comment from TXDOT concerning the location of Oxburgh at the
proposed SH 40. You may wish to contact Catherine Hejl for further comment. Her
e -mail states that location of Oxburgh is within a controlled access area and they will
not allow a drive /road at that point.

2. Concerning OP. The City will need to approve a traffic impact analysis for any OP
request concerning streets. Traffic generation by this development near the 5,000
trips per day range will constitute the necessity for a major collector street.
3. Please clarify what is meant in Note # 9 in regards to "increased length of drainage
structure" for OP.
