Cornelius Site Specifics 1604 1/2 San Antonio Street Austin, TX 78701 RE: Proposed site plan for Lot 1, Block 1, Park Place Subdivision; Parcel 38 in the Texas Avenue Widening Project Dear Ms. Cornelius: I am writing to put our staff comments in writing for any changes to the proposed reconstruction plan dated 7 -1 -01. We request the following to assure compliance with applicable City of College Station development requirements (suggestions are in parentheses and italicized): 1. The 24' landscape reserve may only be encroached upon by up to 7 contiguous parking spaces before a landscaped island is required. (Reorder the islands to maximize their use). 2. The new parking row across the frontage will trigger streetscape compliance, which is a calculation of 1 canopy tree for every 25' of frontage (less the driveways and sight clearance triangle). The spaces will also require a 3' shrub or structural screen (due to the fact that the front landscape area will be tight, you might want to opt for a 3' wall or fence) 3. The new driveway will trigger compliance with the throat depth and width. Staff has agreed to grant a staff-level variance to allow a depth of 42' as shown rather than the required 55'. However, the 36' maximum width must be complied with. Either reduce the width to 36' or submit arguments supporting the greater width shown. If staff rejects the arguments, the decision may be appealed to the Project Review Committee. 4. Staff is concerned with the proposed relocated ATM machine. It will interfere with the function of the center's main driveway off of Texas Avenue. We would prefer the ATM machine be relocated to an island to the north of the proposed island. The long island should be reduced back to the typical length of a parking row. I understand from our meeting that they could leave it in this configuration if they do not want to do anything. Exhibit "Fl" is our version of the remainder with new landscaping, ATM relocated, islands moved, and new striping. We have shown the driveway into the site with a 55 foot throat depth as per your codes. Exhibit "F2" is another version of the remainder site plan with a slightly different entrance. The only other item we would request be put on all exhibits for Park Place Plaza is the following statement to notify the property owner of the site requirements: An existing structure (including all physical requirements of the site) that is not in compliance with the Zoning Ordinance shall not be enlarged, extended, reconstructed, or altered (except when required by superior law or by court order) unless the structure is brought into compliance with the ordinance or when authorized by the Zoning Board of Adjustment (ZBA) in accordance with Section 15 of the Zoning Ordinance. After the statement has been added, we would appreciate a copy of the exhibits for our files. Please contact me if you have any questions.
