SUBJECT: AGGIE PET ZONE (SP) — Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review:
Cover memo providing written responses to all of staff's comments (identify the
specific page that each comment was addressed on or the reason for not
addressing the comment);
Two (2) revised site/ landscaping plan (if all items have been addressed, Staff
will ask for additional copies for approval /stamping).
If there are comments that you are not addressing with the revised site plan, please attach a
letter explaining the details. If you have any questions or need additional information, please

STAFF REVIEW COMMENTS NO. 1
Project: AGGIE PET ZONE (SP) — 08- 00500183
PLANNING
1. Please add the date of submittal and applicant, owner, architect contact information to the
site plan as permanent notation.
2. Please change the use in the parking calculations from office to veterinary clinic, which has
a different parking ratio.
3. Please clarify the acreage for the site in the legal description such that 2.03 acres does not
to be 2.03 acres of Lot 7R.
4. Please revise the City limit line to accurately reflect the areas annexed in March.
5. Please show the boundary between Lot 2R and the portion of Lot 7R not being developed.
6. Please remove the label on the site plan that states Lot 7R is not currently in the City limits.
This portion of Lot 7R is in the process of being annexed.
7. Please provide volume and page for the existing joint access easements. From the plat, it
appears the western joint access easement runs along Rock Prairie Road West, not just a
40 -foot by 40 -foot box. Also, it appears that the "joint" is incorrectly spelled.
8. Since the dumpster faces right -of -way, please provide gates to the dumpster enclosure.
9. Please note that the interior dimensions of a dumpster enclosure (inside of gates, bollards,
etc) for one dumpster may be a minimum of 12 feet in width and 12 feet in depth.
10. Provide a general note that all roof and ground- mounted mechanical equipment shall be
screened from view or isolated so as not to be visible from any public right -of -way or
residential district within 150' of the subject lot, measured from a point five feet above grade.
Such screening shall be coordinated with the building architecture and scale to maintain a
unified appearance.
11. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING /STREETSCAPING /BUFFER
1. There appears to be only 16 Live Oaks depicted on the plan, not 17 as listed in the table.
Also, there appears to be 3 different sizes of Live Oaks on the plan while only 2 sizes are
identified in the legend. Please reconcile.
2. In the landscape calculations, please state the number of streetscape trees that are required
and how many have been provided.
3. The shrubs proposed to screen the parking areas are not adequate in number as one shrub
is required for every 3 linear feet. Please revise. FYI, there may be gaps in the planting of
the shrubs where the tree crepe myrtles are proposed.
4. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas, the parking lot setback, rights -of -way, and adjacent property disturbed during
construction.

ENGINEERING COMMENTS NO. 1
1. Please show and label the proposed water service lines.
2. Please show the domestic and irrigation meters. As a reminder, both meters are required to
be within the PUE however service lines must be outside the PUE.
3. Please add a note stating that Wellborn Special Utility District will be providing water service
to the property.
4. Please submit a fire flow report signed and sealed by a professional engineer. The report
should verify that the system meets minimum requirements and utilize actual flow data (see
"Domestic Water" chapter of the B /CS Unified Design Guideline Manual).
5. Please label the building size, material, and whether or not it will be sprinkled.
6. Please add note stating that the property will be served by an On -Site Sewage Facility
(OSSF).
7. FYI ... Please note the following steps in obtaining septic service. The site plan cannot be
approved until a Letter of Authorization to Construct has been issued by the Brazos County
Health Department.
- Developer submits Building Plans and Site Plans to City to review including lot size is a minimum of 1 acre
outside of floodplain and general floodplain requirements
- City to issue Floodplain Letter to Brazos County Health Dept acknowledging if layout is acceptable
- Developer to submit septic plans with Floodplain Letter and Soil and Site Evaluation to Brazos County Health
Department
- Health Department issues an Authorization to Construct (ATC) the septic system to Developer
- Developer submits ATC to City
- City approves Site Plan and issues Building Permit
8. The driveways must be designed to City standards for commercial driveways (see detail
ST2 -03). Please note that your driveway construction will vary slightly with culverts rather
than sidewalks (see detail ST2 -02). Please include a detail with the plans showing driveway
construction with culverts.
9. Please label radii, dimensions, and culvert sizes on the driveways.
10. According to the plat, there should be a 20 -ft PUE centered on the lot line between Lots 6R
and 7R. Please show this PUE on the plans or provide documentation that this easement
has been abandoned.
11. The plat shows a 10 -ft PUE along the back of Lot 7R, but the site plan is showing the PUE
crossing through the lot. Please clarify.

ELECTRICAL
1. This plat is outside the College Station Utility electric service area. Customer will have to
get with their electric supplier for this area to determine electric service specifications and
requirements.

Comment # 1, Page 2 Required information has been included on the site plan in the
block titled "Information ".
Comment #2, Page 2- "011ice building" has been replaced with "veterinary clinic ".
Comment #3, Page 2 -The legal description now shows the acreage for Lot 6R and the
acreage for the portion of Lot 7R that is being utilized in the project.

Comment #6, Page3- The owners plan to construct an 8" gravity line within the public
utility easement along Rock Prairie Road. Greg Taggart, of Adams, Taggart and
Associates has conducted a study of the site and prepared construction plans for the
8" sewer line. Application has been submitted to the City of College Station. The
proposed sewer line and sewer service lines are represented on the site plan.

Comment #8, Page 3- Drawing ST2 -02 from Bryan - College Station Standard Street
Details, depicting details of construction of driveways built over culverts, has been
included on the plan.
Comment #9, Page 3- Requested information has been placed on the plan.
Comment # 10, Page 3 -The 20 foot wide PUE centered on the lot line between Lots 6R
and 7R has been drawn on the plan. Owners have submitted a completed request for
abandonment of this easement (on September 25, 2008).

removed from the plan.

Staff reviewed the above - mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The next submittal will be the third
and final review by staff for this round of reviews. If all items have not been addressed on the
next submittal, another $200 processing fee will need to be submitted for the subsequent set of
three (3) reviews. Please address the comments and submit the following information for
further staff review:
Seven (7) complete sets of construction documents for the proposed
development with the revised site /landscaping plans attached (one set will be
returned to you, please submit additional copies if you want more than one
approved set)
Three (3) revised site /landscaping plans
One (1) 11x17 grading and erosion control plan

PLANNING
1. Please note that the building elevations under the Non - Residential Architecture Standard
(file 08 -182) have been approved.
2. I have no further comments regarding the site /landscape plan.

ENGINEERING COMMENTS NO. 2
1. The proposed water service lines (domestic and irrigation), existing water main, and
proposed sanitary service lines should be labeled with size and material type.
2. Please label the sanitary sewer service line slope on the site plan. Please see the Unified
Design Guidelines for minimum slope based on line size.
3. Based on the current scale, it is difficult to see what is going on in the area where the
domestic water service line, irrigation line, and fire hydrant are tying into the public main.
Please provide a larger detail of that area.
4. It appears that you are proposing boring Rock Prairie Rd. with a new waterline. If this is the
case, an engineer sealed plan and profile drawing will be required for the public waterline
extension. Would it be possible to utilize the existing waterline (that was put in place for the
fire hydrant) to serve the property's domestic water and irrigation needs?
5. In the previous submittal, a waterline was shown crossing Rock Prairie Rd. to serve the fire
hydrant at your property. I noticed that waterline is either not shown this time or is being
shown in a different location. Please clarify.
6. Fire Flow — As discussed in our phone conversations, the City's fire flow requirements are
currently not being met based on the International Fire Code. Based on the given
information regarding the construction type, two fire hydrants will be required to service the
development. FYI ... The local fire ordinance permits a 50% reduction in the required fire
flow for buildings that utilize a fire suppression sprinkler system.
7. Fire Flow — Please provide a copy of the actual fire hydrant flow test data from Wellborn
SUD. The previously submitted fire flow letter from Mr. Fontaine should be based on the
actual data acquired from testing the fire hydrant.
8. FYI ... The plans for the sanitary sewer extension should be approved prior to site plan
approval.
9. FYI ... The public utility easement abandonment is scheduled to be heard by City Council on
November 24, 2008. Construction within that easement cannot occur until the easement
has been abandoned.

Re: Response to Staff Review Comments No. 2 (Aggie Pet Zone)
Eight copies of the revised Site Plan have been included in this Submittal per
communication from Mr. Schubert.
Provisions for erosion control have been added to the sewer plan per instructions from
Engineering Staff.
A copy of reporting from Mr. Fontaine, regarding fire flow issues, has been included.
PLANNING
No comments were present in Staff Review Comments No. 2.
ENGINEERING COMMENTS NO. 2
Response to Comment 1: The respective sizes and material types of the proposed water
and sanitary service lines and existing water main have been placed on the plan in the
block titled "Water Detail ".
Response to Comment 2: Sanitary sewer service line has been labeled with minimum
allowable slope for 4 "line.
Response to Comment 3: Details of the water system are depicted in the drawing titled
"Water Detail ".
Response to Comment 4: The owners are not proposing to bore Rock Prairie Road for a
new waterline. The waterline shown crossing Rock Prairie Road in a road bore is the
existing water main, not a proposed water line. This issue is hopefully clarified in
Response to Comment 5.
Response to Comment 5: The waterline to which you refer, (in the Site Plan Sealed by
Mr. Bostic on 7- 16 -08) was apparently a drafting oversight. There is not a waterline in
that location. In preliminary planning, it may have been drawn in that location as a
proposed location prior to actual construction of the waterline, and was placed on the
earlier plan as a result of a communication failure. The true location of the waterline has
been correctly depicted in the Site Plan included in this submittal and in the Site Plan
previously submitted (Sealed by Mr. Bostic on 9- 23 -08).
Response to Comment 6: The Fire Flow issue has apparently been resolved and the
minimum required Fire Flow seems to be available.
Response to Comment 7: The communications regarding fire flow, from Mr. Fontaine
are included in this submittal.
Response to Comment 8: Plans for the sanitary sewer extension have been approved.
Response to Comment 9: We understand the intent of this comment and will comply.
