Spring Loop Rezoning

rezoning by the Municipal Design Group for a 4.7 -acre tract from A
Professional to R - 4,kMulti- family.geRersH.y located at 1000 Spring Loop.
Recommendation(s): +he Planning & Zoning Commission voted 4 -0 to recommend
approval of this request with a condition that all access shall be taken via Spring Loop or the
public alley to the west that also has access to Spring Loop for emergency access. Staff also
recommends approval.

Summary: This request was previously denied by City Council on March 22nd. A req r st
rehear the request within 180 days was approved by the Planning & Zoning Commission on j
July 21 following a Comprehensive Plan Amendment that was approved the City Council on ` 914- ' 4
July 14, 2004. This rezoning request is to allow for the development of a multi - family (�
residential project. The requested R -4 zone allows a maximum of 20 dwelling units per acre.
A number of easements affect this property, including access easements to commercial uses -

This request is 'n conformance with the Comprehensive Plan as amended by the City Council
on July 14 Th (nd Use an now reflects the parcel and all surrounding properties with
access to Sprin Loop, as esidential Attached with a density of 10 -20 dwelling units per
acre.
The Thoroughfare Plan shows Spring Loop as a Major Collector (70' ROW). No additional
right -of -way is necessary. Analysis performed by staff in support of the recently approved
Comprehensive Plan Amendment revealed that this facility could reasonably accommodate
the additional traffic that would be generated as a result of the proposed land use.
