Box 9960 College Station, TX 77842 Re: Cove of Nantucket Final Plat Comments Dear Bridgette, Please find attached with this letter the following: • Two (2) 24 "x36" copies of the revised final plat • Ten (10) 11"x17" copies of the revised final plat • One (1) Mylar original of the revised final plat • One (1) copy of the digital file of the final plat on diskette Below are the answers to the Staff Review Comments for the Cove of Nantucket. ENGINEERING: Comment: TxDOT made the following comment on this plat: "Access driveways to SH6 must meet TxDOT's current `Regulations for Access Drive -ways to State Highways.' Regulations are primarily based on posted speed limits and distances between proposed and adjacent access points. Where posted speed limits are 50 MPH or more the required spacing between access points is 425. Developer should coordinate construction activities with TxDOT Bryan Area Office for 2005 Nantucket Drive U -Turn Project w /conversion of frontage roads to one -way traffic. Future development south of this site should consider location of proposed SH6 ramps associated with the U -Turn Project. Appropriate data will be required for any future permits at this site. 0 Answer: As mentioned in the Preliminary Plat comment dated March 21, 2005, the entrance for Parkview Trail has already been constructed. It was constructed under an old Preliminary Plat scenario. We are simply utilizing the existing roadway apron. The spacing between Windrift Cove and Parkview Trail is C r� /�B currently 480 feet. The TxDOT access criterion currently states for a one -way V � frontage road that the spacing shall be a minimum of 425 feet. For a two -way ( frontage road, the access criterion requires 510 feet spacing. Because the apron is existing and we will meet the criteria for a one -way frontage road (which is currently under design and will be under construction within a year) we are NO 1 'el. requesting that this location be allowed. Xnswer: There are no lots proposed for zero lot line construction. V ' omment: The application and FP do not show the same amount of parkland dedication. Are 3.7144 acres of parkland really in detention as shown on the application? /Answer: Per our discussion on June 28 there are 3.71 acres of parkland dedication, of 4;kti C which 0.14 acres will be used for detention. The remainder of the detention will « be located in common areas indicated on the Final Plat. /Comment: The application asked for a statement addressing any differences between the Final Plat and the approved Preliminary Plat. The response given on the application was "Please note that lots 1 -29, Block Two..." Please clarify. ✓Answer: The response should have read, "Please note that Lots 1 -29, Block 2 of the Cove .0 (k of Nantucket Subdivision have been shifted in order to accommodate the , in detention in the identified 0.57 acre common area." n� v omment: Define PDE. All public drainage easements have to be improved to City standards. /Answer: We have provided a legend on the Final Plat indicating what PDE, PUE, etc. represent. In addition, all public drainage easements (PDE) will meet City of College Station standards. /mment: The median shown in the cul -de -sac of Twin Pond Circle will need a PIP if not / designated as Common Area on the Plat. ,/Answer: This area has been designated as a common area on the final plat with a 50' ROW at all locations on Twin Pond Circle. ✓Comment: Is there enough width in the PUE on Lot 58 to allow the sanitary sewer main to be 5.5' from PUE boundary? ✓Answer: We have adjusted the easement to ensure that there is at least 5.5' from the proposed sanitary sewer to the PUE boundary. `omment: You will need to dedicate a public drainage easement over the portion of drainage channel that has been concrete lined and is located on your property. ' 4nswer: A 20' public drainage easement has been dedicated on the Final Plat. 0 Comment: Remove note "Grading by City of College Station" from construction documents. The City is not prepared to perform this work at this time. O Answer: While there is no comment on the Final Plat regarding the grading of the drainage channel adjacent to the Cove of Nantucket property, the City of College Station Department of Public Works has agreed to fill the existing channel and regrade the channel in the 50' PDE on the South Hampton property. This discussion is detailed in a letter to Mark Smith, Director of Public Works dated June 30, 2005. I have included a copy of the letter for your reference. t omment: Construction documents and reports are still under review and may affect the plat. Answer: As of Friday, July 01, 2005 we have not received comments for the construction drawings. Valves required on waterlines, one less than every leg of tee or cross. 2. Show sewer conflict (Sht 02). 3. Indicate TCEQ requirements for crossings on profiles. 4. Blow off required at end of 8" water line (Sht 03). 5. There is conflict between sheets on storm sewer material RCP /HDPE. 6. HDPE pipe needs to be water tight. Verify your spec meets this. 7. Show sewer main conflict (Sht 04). 8. Please refer to BCS Design Guidelines for water and sewer lines crossing channels. 9. Show tie -in of flume to ground. 10. To be public drainage easement, the improvements need to meet City standards. Please verify. 11. What is velocity of flow in channels? 12. You will be required to raise existing manhole (Sht 07). 13. Covers less than 6' on sewer mains require ductile iron pipe (Sht 07). 14. Show conflict with water main (Sht 07and 08). 15. Structural backfill required for utilities under pavement (Sht 02, sidewalk, Sht 10). 16. Utility Crossing Detail — sewer main is also required to be backfilled with cement stabilized sand. 17. Are there any conflicts with TxDOT's project? 18. Provide 10 -yr and 100 -yr hydraulic grade lines on storm sewer. 19. Provide drainage design on channel that runs behind Lot 1 -19 and Lots 20 -29. I did not see it in the drainage report. 20. Please explain the velocities exceeding the design maximum. University Drive is a major arterial. Based on our measurements, this would be 11 streetscape canopy trees. 4. Canopy trees should be 50% of the total landscape points (landscaping plus additional streetscaping points). Please make changes to your landscape plan accordingly. 5. Provide a note that all irrigation will be approved and installed prior to Certificate of Occupancy. 6. Irrigation plan is under review for water conservation point reduction. 7. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. Sanitary sewer service lines require a clean out every 150 ft. 4. Depict storm sewer line, size and material type. 5. Depict domestic water meter size and locate in an easement. 6. Depict irrigation meter size and locate in an easement. 7. All public meters must be located in an easement. 8. Backflow preventer appears to be located under pavement? 9. Provide water demands. 10. Provide sanitary sewer demands. 11. Depict fire hydrant location, dependent upon use of 24' access easement. 12. Provide drainage report. This area is located in the Burton Creek Basin which is a mandatory detention area of the City of College Station as defined in Chapter 2 of the Drainage Policy and Design Standards manual. 13. Provide fire flow report. 14. Verify existing water main size. 15. Verify all easements with volume, page, size and type. 16. Verify legal description.
