SUBJECT: CASTLEGATE PH 6 (PP) - Preliminary Plat
Staff reviewed the above - mentioned preliminary plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, May 16, 10:00 a.m., your project
will be placed on the next available Planning and Zoning Commission meeting scheduled for
June 2, 2005, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Two (2) 24" x 36" copies of the revised preliminary plat;
Ten (10) 11" x 17" copies of the revised preliminary plat;
One (1) Mylar original of the revised preliminary plat; and,
One (1) copy of the digital file of the preliminary plat on diskette or e-mail to
nmanhart @cstx.gov
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that if all comments have
not been addressed, your project will be pulled from the scheduled Planning & Zoning
Commission agenda. Your project may be placed on a future agenda once all the revisions
have been made and the appropriate fees paid. If you have any questions or need additional
information, please call Carol Cotter or myself at 979.764.3570.

Project: CASTLEGATE PH 6 (PP) - 05- 00500074
ENGINEERING
1. The City's Utilities Department would like to discuss alignment and line size for water and
sewer.
2. Section 7 of Castlegate has been approved by P &Z. A few of the lots in this plat contain part
of lots in Section 7. It is my understanding that a revised plat for Section 7 will be
submitted.
3. Please review Note 3. Zoning is PDD. The Concept Plan that was approved for Phase 6
showed 100' minimum lot depth, note shows 85'. This plat shows minimum lot width at
street ROW to be 40 feet, note states 35'. Some of the lot dimensions approved with the
PDD were for lots adjacent to floodplain or greenway.
4. PUE width at back of lots is 20' which may be split between abutting lots. Where rear lot
line abuts unplatted property, the full 20' is required.
5. Extend water and sewer through property to boundary with Pauline Grant Diebel tract.
6. Please Note: The sewer, water and storm sewer line sizes shown on the plat cannot be
approved until water, sewer, and drainage reports are submitted.
7. Please Note: The final plat for Section 6 cannot be approved until the infrastructure for
Section 5 -Phase 2 is constructed and accepted.
8. The development is located within the Spring Creek Sanitary Sewer Impact Fee Area 97 -01.
Impact fees for sanitary sewer will be due at the time of filing the final plat.

ELECTRICAL
1. Developer installs conduit per city specs and design.
1. Developer installs pull boxes, secondary pedestals, and transformer pads as per city
specs and design. (pull boxes, secondary pedestals, and transformer pads provided by
the city).
2. Developer installs streetlights per city specs and design.
3. Developer provides digital AutoCAD 2000 version of plat and /or site plan.

5. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights, easements as shown for street lighting per design plan).
6. Offsite easement through phase 7 will be necessary to provide service to section 6.
7. College Station Utilities will provide developer an electric design plan for the installation of
conduit and street lighting.
8. To discuss any of the above electrical comments, please contact Brent Read at

next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out

Remarks: Attached are 2 full -sized copies, 10 -11x17 copies, and the mylar original of
the Revised Preliminary Plat for the above - referenced project. Also attached
is our Response to Staff Review Comments No. 1, dated May 10, 2005, and a
revised Preliminary Plat Application stating that the cost to extend water and
sewer lines to the adjacent property will be reimbursed to the Developer
through a Development Agreement.

Response to Staff Review Comments No. 1 (5/10/2005)
Castlegate Subdivision, Section 6
ENGINEERING:
1. The Utilities Department would like an 8" waterline and an 8" sewer line extended to
the adjacent property. (See response to Comment #5)
2. A revised plat for Section 7 will be submitted. Section 7 will not develop as
previously approved.
3. The note has been revised to reflect the current zoning and to change the minimum lot
depth to 100' and the minimum lot width at the right -of -way to 40'.
4. A 20' wide PUE is now shown where the rear lot line abuts the unplatted property.
5. The Castlegate development extended water and sewer lines to the boundary with the
Pauline Grant Diebel tract with the Section 9 Final Plat and the construction of
Victoria Drive. The Developer takes the position that this development has already
met any "to and through" requirements with the construction of these lines with
Section 9. The Preliminary Plat has been revised to show a 20' PUE and an 8" water
line through Common Area No. 4 (adjacent to Lot 13, Block 2) to the adjacent tract.
Also, the proposed 8" sewer line alignment has been revised to add a line parallel to
Greens Prairie Road to serve the adjacent tract. A 20' PUE was added to the plat for
this line in Common Area No. 1, and Common Area No. 2 was also made a PUE to
accommodate this sewer line. The cost of the extension of the waterline and sewer
line to the adjacent tracts will be reimbursed to the Developer through a Development
Agreement.
6. Reports for water, sewer and drainage will be submitted with the Final Plat and
construction drawings.
7. As noted on the plat, the development of Section 6 and the filing of the plat for
Section 6 are contingent upon the construction and acceptance of the infrastructure
for Section 5, Phase 2.
8. A note about the Sewer Impact Fee has been added to the plat.
ELECTRICAL:
6. There is an existing blanket easement for Castlegate to cover the extension of
electrical service through Section 7.
