Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information for further staff review and approval:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached
Easement Dedication Sheet and required documents
Public Infrastructure Inspection Fee ($600)

PLANNING
1. Please relocate the storage building out of the easement or relocate the electrical
line and easement. No permanent buildings may be located in an easement. Parking
facilities may be located over an easement, so it may be possible to relocate the
storage to the other side of the parking row.
2. Please resubmit the easement dedication sheet and required documents. We were
unable to find any of the documents with everything that was submitted last week.

ENGINEERING
1. (Sheet C4) Provide clean -out every 100' for sanitary sewer service line.
2. (Sheet C4) Under "General Utility Notes — B" our standard sanitary sewer service line
is SDR 26 not 36.
3. (Sheet C4.2) From the east side of the property the first 8" x 6" Tee that is crossed
should include 1 additional valve. In order to be able to further isolate the system.
4. (Sheet C4.2) Label material type for 8" public water main.
5. (Sheet C4.2) On the profile detail for the 6" fire line, should be a 6" 90 degree bend
not 6" x 6" Tee. Check profile.
6. (Sheet C4.2) On the profile detail for the 6" fire line, 4' of cover is required.
7. (Sheet C4.2) Where the new 8" water main ties to the existing 8" water main on the
west side of the property is a gate valve needed, when a tapping saddle and valve is
being used? Check plan and profile.
8. (Sheet C4.2) Please include a copy of the B /CS Standard Construction detail or
make reference to them.
9. (Repeat Comment) Provide fire flow report.

Storm Water Discharges from Small Construction
Activities
The Texas Commission on Environmental Quality has issued a general permit for construction
activities under the Texas Pollution Discharge Elimination System. The general permit
(TXR150000) is for construction activities disturbing at least 1 but Tess than 5 acres or is part of a
common plan of development disturbing at least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from your construction site to the
City of College Station's Municipal Separate Storm Water Sewer System (MS4):

1. Read the general permit (TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit (TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part
III of the general permit (TXR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction, provide a copy of the site notice to the
operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm
water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned,
designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to discharge storm
water.
No notice of intent (NOI), notice of termination (NOT), or fee is required under this option —as
long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2008.

4. Is there a dumpster enclosure or not? The architectural plans show an enclosure,
however the comments back said it was screened by landscaping. If you are using
only landscaping, then the landscaping should surround the dumpster pad, and be at
least as tall as the dumpster. Also, the grease barrel may not be in the same
enclosure as the dumpsters. The previous review showed this area to be separated.
For the dumpster enclosure, there must be 12 feet by 24 feet clear space with no
bollards. The architectural details show bollards.

7. We were only able to find comparable colors for the Mauve Grey from our approved
color list. The hot pink is prohibited as a fluorescent color. All other colors are
considered accent colors and exceed the 15% limit on colors that are not on the
approved color list. We have several colors that are similar to the Rosy Outlook for
the EIFS but not comparable. If you were able to find a comparable color for this
EIFS color, then the turquoise and the maroon would be fine as accent colors. I am
also including a list of our approved colors from Sherwin Williams. If you wish to seek
a variance for the color requirements or materials, then you must submit color
elevations and material samples for all the restaurants of the franchise which have
been built with a letter outlining your intent to seek a variance under Article 7,
Section 9.K.2. Our next deadline for the Design Review Board is December 19, 2005
for the January 27, 2006 meeting. All of the required documentation is required by
the deadline.
8. Please provide a sample of ALL building materials being used. We received a
sample of the roof tile, however I have not seen any materials for the brick, clay,
metal, glass, blocks, EIFS, or concrete. A material board with small samples will be
sufficient.

ENGINEERING
(Comments are related to the conversation with Orlando on Monday, December
12, 2005)
1. Please construct 8" public main from existing stub out on University Town Center
development to the existing 8" public water main located the west of Rosa's Cafe.
This will loop these water systems and minimize the number of taps on the existing
8" AC line.

2. Per your current fire lane configuration, the fire hydrant could be located in the end
island on the east side of the property, bisected by new 8" water main.
3. The fire line tap could be a part of the tap required on the proposed 8" public main for
the proposed fire hydrant. This layout would also locate the fire line into the building
on the same side of the building as previously depicted.
4. The domestic and irrigation meters could be located in the end island located on the
west side of the property, bisected by the new 8" water main. This layout would
locate the domestic line into the building on the same side of the building as
previously depicted.
5. Construction documents (plan /profile) and an engineer's cost estimate will be
required for the proposed 8' water main and fire line.
6. An easement should be dedicated as to cover the proposed 8" public water main, fire
line within 5' of the building, and the domestic and irrigation meter locations.
7. The current FDC location would not work with the current layout, however with the
proposed configuration as described above it would be fine.
8. As currently proposed, why does the fire line enter the building twice?
9. (Sheet C4.1) The water and sanitary sewer stub outs would not be allowed unless
accompanied by a site plan.
10. (Sheet C9) Sidewalk Detail, specifically sidewalks in CoCS ROW or TxDOT ROW
requires reinforcement of #3 @12" OC or #4 @ 18" OC. TxDOT may have further
requirements once the TxDOT ROW permit is approved.

These comments were provided with the review of the building plans, they are provided for your
information.
1. Please provide a table for each facade with all materials by color, the square footage of
each type, and their associated percentage for that facade.
2. Attached is a copy of the approved color palate for the City of College Station. If you are
proposing to use any color not on this list, you are limited to 10% of the facade. If this
qualifies as a chain or theme restaurant a variance is available from the Design Review
Board (DRB). If you would like to request a variance, please draft a letter identifying the
section of the Unified Development Ordinance that you would be seeking relief from (7.9.E)
and proof that this is a chain or theme restaurant. You must also provide additional building
material samples, colored elevations, and all alternative color /material schemes the chain or
franchise has used. These requirements are outlined in the Unified Development Ordinance
section 7.9.K. The next available DRB meeting deadline is December 5th, for the January
13, 2006 meeting.
3. In accordance with the Unified Development Ordinance Section 7.9.C., all non - public entry
facades must have at least 2 architectural elements (defined by this section) every 60 feet.

Please be aware that all mechanical equipment must be screened from view. This will
include the transformer pad located in the front of the site. This screening must be
coordinated with the building architecture. These requirements are located in Section 7.9.B.
of the Unified Development Ordinance, which can be found online at:

Requirements for bicycle parking are located in Section 7.9.F of the Unified Development
